Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research). The issuance of birth certificates is one of the problems that is still quite serious. The right strategy is needed for the Department of Population and Civil Registration in order to increase the ownership of population documents, especially to accelerate the issuance of birth certificates..Objective: To analyze the internal and external factors of the Department of Population and Civil Registration in increasing the ownership of Birth Certificates in Muna Regency.Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result The factors that influence the issuance of birth certificates in Muna Regency consist of 2 factors, namely Internal Factors (strengths and weaknesses) for their strengths with a clear legal basis, a special budget originating from the APBD and the presence of honorary assistance staff. The weakness is the lack of facilities and infrastructure and the lack of a sense of responsibility of employees towards their respective duties. and external factors (opportunities and threats), for their own opportunities with the government's attention, the existence of a special program "SAKTIFORLATI" and the presence of other parties who assist in the issuance of birth certificates. The threat itself is the lack of awareness and knowledge of the community and the geographical location of Muna Regency.Conclusion: There are several strategies that must be carried out by the Population and Civil Registration Office in issuing birth certificates in Muna Regency. The suggestions from researchers to the Department of Population and Civil Registration of Muna Regency are to focus on innovation programs that have been implemented, increase the capacity of Apparatus Resources in the use of technology, improve facilities and infrastructure that are more adequate and increase socialization to the public about the importance of ownership of legal population documents. in the eyes of the law in this case the ownership of a birth certificate.
