Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research). The development of technology in the era of globalization demands that human resources are increasingly developing their potential and capabilities in supporting them. East Kutai Regency is one of the areas that has amazing tourism potential, so it takes an apparatus that has good competence to manage and develop the tourism sector in East Kutai Regency.Objective : to find out and describe how the development of existing competencies in the tourism office of East Kutai Regency for the management of the tourism sector to be more advanced, to know the inhibiting factors in developing competence, as well as the efforts made by the service to overcome these obstacles.. Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result The development of Apparatus Competence at the Tourism Office of East Kutai Regency is quite good because of the 5 indicators there are 3 good indicators, namely in the opportunity to attend education, loyalty, and productivity. Then there are 2 indicators that are not good, namely mastery of theory and technical skills of employees..Conclusion: East Kutai Regency is doing quite well. Barriers to development are the lack of motivation of the apparatus, and the proximity factor to organizational leaders who have political power to influence a policy. Efforts that have been carried out to overcome this are to collaborate with other parties and increase the amount of the budget from the previous year.
