Abstract
To improve services to the public, the Dumai City Investment and One-Stop Integrated Service Office made a breakthrough by creating a program or application to provide information on licensing services through the website. This study uses a qualitative method with a descriptive method. Sources of data used are primary data sources and secondary data, data analysis techniques used are data reduction, data presentation and draw conclusions. This study will examine the effectiveness of licensing services through the SiPeri application in Dumai City, Riau Province. This effectiveness will be assessed using the approach proposed by Duncan in Steers (1998) which says to see the effectiveness of a program can be seen from several indicators, including: time of achievement, targets, legal basis, procedures, social processes, capacity building, facilities and infrastructure. The purpose of this study was to determine how effective, supporting and inhibiting factors and efforts were made. The results of the study illustrate that the program for providing service information through a website operated by the Dumai City Investment and One Stop Integrated Service Office has been effective. website so that there are still people who come to the office to take care of licensing. Another factor is the inadequate internet network so that it is difficult for officials in the office to provide licensing services, this shows that licensing services are still ineffective through the SiPeri application.
