Abstract
The author focuses on the problem of collecting money apart from established regulations (extortion), intermediary services (brokers), complicated bureaucratic processes, services that take a long time so that an online public service technology innovation is created. Purpose: The purpose of this research is to analyze, describe the obstacles and explain the efforts made by the Disdukcapil of Sragen Regency to overcome the obstacles that exist in the service through the Pandu Online Application. Methods: This study uses a descriptive qualitative method with an inductive approach and analysis of the theory of public service quality from Zeithaml in Hardiyansyah. Data collection techniques using in-depth interviews (13 informants), documentation and observation. Results/Findings: There is still a lack of public understanding and knowledge regarding the usefulness and use of the Online due to a lack of socialization to the community. Conclusion: it has shown that population administration services through the Pandu Online are adaptive because they have clear service standards and provide convenience in service. Although there are several obstacles, the efforts made are the Department of Population and Civil Registration of Sragen Regency, involving employees in various seminars and debriefing related to services through the Online and setting a guarantee for the same document delivery fee for all regions of Sragen Regency.
