Abstract

ABSTRACT Problem Statment/Background (GAP): The decent housing program is a district government program that is carried out with the aim of reducing poverty from the housing sector for the district of North Central Timor, East Nusa Tenggara Province. Purpose: to find out how the implementation of the livable housing program is in the North Central Timor district, East Nusa Tenggara province and to find out the causes of the non-optimal implementation of the implementation of the livable housing program in the North Central Timor district, East Nusa Tenggara province. Method: The research method used by the author in this study is a qualitative research method. The data collection techniques were carried out by means of interviews, observation and documentation. Result: The results showed that the implementation of the decent housing program in poverty alleviation in the North Central Timor district was not optimal or its utilization was not yet optimal. This is due to or evidenced by the failure to achieve the target for the number of livable housing developments in the North Central Timor district. Conclusion/sugegestion: The advice given by the author is that there is a need for close cooperation and supervision from the district government, namely the Public Housing Service for Settlement and Land Areas, sub-districts, villages or sub-districts to communities who are beneficiaries of livable housing assistance and third parties in this case building shops, so that in the implementation Inhabitable Houses program, the construction can be completed on time that has been determined and the provision of sanctions for the recipients of livable housing assistance who do not complete the construction work on time that has been determined. Keywords: Liveable Houses, Poverty ABSTRAK Permasalahan/Latar Belakang (GAP): Program rumah layak huni merupakan program pemerintah kabupaten yang dilakukan dengan tujuan agar menurunkan angka kemiskinan dari sektor papan bagi masyarakat kabupaten Timor Tengah Utara Provinsi Nusa Tenggara Timur. Tujuan: untuk mengetahui bagaimana pelaksanaan program rumah layak huni di kabupaten Timor Tengah Utara Provinsi Nusa Tenggara Timur dan untuk Mengetahui penyebab belum optimalnya implementasi dalam pelaksanan program rumah layak huni di kabupaten Timor Tengah Utara Provinsi Nusa Tenggara Timur. Metode: Metode penelitian yang digunakan oleh penulis dalam penelitian ini adalah metode penelitian kualitatif. Adapun teknik pengumpulan data dilakukan dengan cara wawancara, observasi dan dukumentasi. Hasil/Temuan: Hasil penelitian diperoleh bahwa implementasi program rumah layak huni dalam pengentasan kemiskinan di kabupaten Timor Tengah Utara belum Optimal atau masih belum maksimal pemanfaatannya. Hal ini dikarenakan atau dibuktikan dengan tidak tercapainya Target jumlah Pembangunan rumah layak huni di kabupaten Timor Tengah Utara. Kesimpulan dan Saran: Saran yang diberikan penulis agar perlu adanya kerjasama dan pengawasan yang ketat dari pihak pemerintah kabupaten yaitu Dinas Perumahan Rakyat Kawasan Permukiman Dan Pertanahan, kecamatan, desa atau kelurahan kepada masyarakat penerima manfaat bantuan rumah layak huni serta pihak ketiga dalam hal ini toko bangunan, agar dalam Implementasi program Rumah Layak Huni, Pembangunannya bisa selesai tepat pada waktu yang sudah ditentukan Serta adanya pemberian Sanksi bagi penerima bantuan rumah layak huni yang tidak menyelesaikan pekerjaan pembangunan tepat pada waktu yang sudah ditentukan. Kata Kunci: Rumah Layak Huni, Kemiskinan.
