Abstract
This thesis, entitled "Implementation of the Merit System on Performance Management of State Civil Apparatus in the Civil Service Section of East Jakarta City Administration" was written to determine the extent to which the performance appraisal system based on work performance is sustainable in that location. This research was conducted using a descriptive method with an inductive approach in explaining the state of the object of research in accordance with the facts in the field. Data collection techniques were carried out by means of interviews, observation and documentation. Meanwhile, the author's data analysis technique uses triangulation techniques. The results show that the implementation of the merit system in the East Jakarta City Administration has been going well but there are several things that need to be emphasized in its implementation, namely the reward and punishment system to encourage employee performance, as well as two-way communication from managers to employees and vice versa for get positive feedback that will have a direct impact on the performance of the agency. The merit system based on Law Number 5 of 2014 concerning ASN is a staffing system based on career and work performance, which is administratively measurable and the reality of the achievement of an employee's duties and dedication, within the scope of the tasks he carries out in the organization of government positions.
