Abstract
Problem/Background (GAP) : General election or general election is a means in carrying out direct, free, general and secret election of leaders by citizens of the Unitary State of the Republic of Indonesia. The task of the Tangerang City KPU is an effort to increase public participation, the KPU has a role in increasing public participation for Beginner Voters, the obstacle in the field is that the role carried out through socialization seems old-fashioned then lacks human resources to carry out socialization. Objectives : The purpose of this study is to find out how the role of the Tangerang City Election Commission in increasing the Political Participation of Beginner Voters in the 2019 Election in Tangerang City, as well as the factors that influence the increase of beginner voter participation in the 2019 election in Tangerang City. Methods : This research is a qualitative research with a descriptive method and an inductive approach using the theory of Role Theory by Horoepoetri, Arimbi and Santosa, where there are three dimensions that are seen, namely the Role as Policy, Role as a Communication Tool, and Role as Strategy. Data analysis techniques through data reduction, data presentation, and drawing conclusions. Findings : The findings obtained by the researchers are that the role of the Tangerang City KPU in increasing political participation of novice voters by making various programs, including Goes to School, KPU Run, Performing Arts, Election Courses. Then in conveying information, the KPU conveyed through 5 social media, Instagram, Facebook, Website, Twitter, and Youtube, then the Tangerang City KPU formed the KPU Smart House and SITANKOT which could be used by the public to make complaints and obtain their rights in politics, as well as form democratic volunteers. to increase socialization in Tangerang City. Conclusion : The role played by the Tangerang City KPU in increasing the political participation of novice voters has been optimal but in the implementation of socialization on social media it has not been optimal because the form of socialization carried out seems old-fashioned and slow in conveying information. While the factors that influence the increase in voter participation are political party factors, political socialization with volunteers, and political awareness factors.
