Abstract
Problem Statement/Background (GAP):Many people's aspirations that were conveyed through the recess of the DPRD members of Lahat Regency were not followed up so that the community did not feel the results of the recess activity itself. Objective: to determine the factors supporting and inhibiting the effectiveness of the recess activities of the DPRD members of Lahat Regency in absorbing the aspirations of the people in Lahat Regency and the efforts made by the Lahat Regency DPRD. Methode: This study used descriptive qualitative methods with an inductive approach and analysis of program evaluation according to Peter H. Rossi's Theory. Data collection techniques were carried out by interviewing 12 informants, and documentation. Result: The result obtained by the authors in this study indicate that the absorption of community aspirations through the recess of members of the DPRD of Lahat Regency is quite effective but community participation is still very low, both in terms of public knowledge about the implementation of recess of DPRD members and community participation in its implementation. Conclusion: Various inhibiting and supporting factors can be an effort to increase the effectiveness of the absorption of community aspirations through the recess of DPRD members. In order to increase the effectiveness of the absorption of people's aspirations, it is recommended that DPRD members are expected to be able to use the recess budget and APBD to the maximum and efficiently for the public interest.
