Abstract

Prafi District is one of the districts in Manokwari Regency. Global competition in the current era requires human resources to develop and improve their potential and performance capabilities. The recruitment of honorary workers at the Prafi District office, Manokwari Regency was carried out due to the limited number of Civil Servants (PNS), but this recruitment process did not go through the competency selection stage or through an analysis of employee needs so that the honorary staff received had very low capabilities and needed to be developed. In terms of service to the community, the performance of honorary workers still needs to be improved considering that the government spends every month on these honorary workers. The development of honorary workers' work competencies aims to develop work competencies and increase the work productivity of honorary workers in order to make an optimal contribution to the organization. The research method that the researcher uses is qualitative research methods with descriptive methods and inductive approaches. Data collection techniques are by using interviews, observation, and documentation. Data analysis techniques are obtained through data reduction, data presentation, verification and conclusion drawing so that the data collected and obtained can be accounted for. The results showed that the implementation of the development of honorary workers' competence through technical guidance at the Prafi District Office, Manokwari Regency went quite well, but in practice there were still obstacles to internal and external environmental factors in competency development activities, lack of budget and lack of direct leadership supervision. One of the efforts made by the Prafi District Office to deal with this problem is to implement and enforce work discipline for honorary workers as well as by increasing the amount of the budget.
