Abstract

ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research) based on data in 2019 as many as 200 employees succeeded in participating in the training while in 2020 during the pandemic only 5 people, this is because it is difficult to carry out classical training, if left unchecked, 16,312 employees have their educational rights neglected. .Objective: To find out and analyze how to develop the competence of the State Civil Apparatus through the application of non-classical education and training at the Garut Regency Personnel and Training Agency. Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result: There are 3 outputs from the research, namely (1). knowledge aspect (1.1.). knowledge of participants is influenced by age and habits of using media; (1.2). training participants are not independent, training is not in accordance with their work and educational background (1.3). network problems are not supportive in some areas. (2) skills aspect (2.1) good operational mastery for all sectors because e-learning must be fully connected between organizers, trainers and participants. The point is that there must be good operational mastery for all sectors; (2.2). e-learning is limited by technology media so as to reduce interaction between presenters and participants. (2.3). There is an increase in the creativity of participants; (3).behavioral aspects;(3.1).behavior of the e-learning model is still lacking; (3.2). The offer of an effective training program and many participants are interested in the training. The obstacles to the training are (1). the internet; (2). lack of supervision.Conclusion: Competency development through education and non-classical training is still not good, in terms of knowledge, mastery of technology is still not evenly distributed. The inhibiting factors of the implementation of non�classical training activities at BKD Garut Regency are the uneven ability of ASN in operating the training media and the difficulty of supervision carried out on perta and the participants' internet speed access is not good. Efforts were made to deal with these problems, namely updating the program used in the training process, namely BPSDM e-learning to make it easier to use and also to improve program performance.
