Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research). Ownership of family cards in Bireuen Regency is still relatively low because many people do not have family cards due to lack of public awareness, lack of socialization by the Population and Civil Registration Office, and long distances for some people in Bireuen Regency. Based on Government Regulation Number 38 of 2017 concerning Regional Innovation, namely the Dukcapil Mandiri Pavilion, Bireuen Regency which is expected to be able to speed up the process of issuing family cards, its utilization has not been carried out optimally because people do not understand the use, functions and advantages of the Mandiri Dukcapil Pavilion machine.Objective: to analyze utilization, explain inhibiting factors, and describe the efforts made by the Department of Population and Civil Registration in increasing the issuance of family cards through the Independent Dukcapil Pavilion.Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result: Utilization of Family Card Issuance through the Dukcapil Mandiri Pavilion at the Disdukcapil of Bireuen Regency has not been implemented optimally. This can be seen from the number of people who issue Family Cards late, as well as the use of the Dukcapil Mandiri Pavilion which is less effective and efficient because there are still many people who have not issued Family Cards through the Mandiri Dukcapil Pavilion due to lack of communication from Disdukcapil and the people in Bireuen Regency.s. Conclusion: the utilization of family card issuance through the Dukcapil Mandiri Pavilion has not run optimally. The inhibiting factors are low public awareness, lack of information about the Independent Dukcapil Pavilion and long distances. Efforts made by the Department of Population and Civil Registration in overcoming obstacles are increasing socialization, expanding information on the Independent Dukcapil Pavilion through social media, placing banners and distributing posters in public places, and providing ball pick-up services. Based on the conclusions above, the authors suggest maximizing the use of the Independent Dukcapil Pavilion, increasing coordination with Bireuen Plaza in terms of promoting the Independent Dukcapil Pavilion, and maximizing the use of social media from the Bireuen Regency Population and Civil Registration Office.
