Abstract
ABSTRACT (in English) Problem/Background (GAP): The author's background in taking the title above is the prevalence and unresolved issues of order for beggars, homeless people and abandoned people (PGOT), especially in controlling them. Objective: The purpose of this study was to determine the benchmark of the role of controlling beggars, homeless people and abandoned people (PGOT) by the civil service police unit in the city of Nganjuk. Methods: This study uses a qualitative research method using Arimbi Horoepoetri and Santosa's theory of the role. Data collection techniques were carried out by in-depth interviews (12 informants), observation, and documentation. Results/Findings: The findings obtained by the authors in this study are that the role of controlling beggars, homeless people and abandoned people (PGOT) and by Satpol-PP in several aspects is not yet considered effective, although there are still some obstacles such as the mental attitude of beggars is damaged, the two members of the Satpol PP are limited in controlling and third, the people who continue to give money to the beggars. Conclusion: The Role of controlling beggars, homeless people and abandoned people(PGOT) by Satpol-PP has not gone well, this is due to the lack of supporting aspects of measuring the effectiveness of Satpol-PP's work from aspects of goal achievement, integration, and adaptation. Keywords: The Role, Civil Service Police Unit, Controlling, PGOT ABSTRAK (in bahasa) Permasalahan/Latar Belakang (GAP): Latar belakang penulis mengambil judul diatas adalah maraknya dan belum teratasinya permasalahan ketertiban pengemis, gelandangan dan orang terlantar terkhusus pada penertibannya tersebut. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui tolak ukur efektivitas penertiban pengemis, gelandangan dan orang terlantar oleh satuan polisi pamong praja di Kabupaten Nganjuk. Metode: Penelitian ini menggunakan metode penelitian kualitatif dengan menggunakan teori Peran dari Arimbi Horoepoetri and Santosa. Teknik pengumpulan data dilakukan dengan wawancara mendalam (12 informan), observasi, dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu Efektivitas penertiban pengemis, gelandangan dan orang terlantar oleh satpol-pp pada beberapa aspek belum tergolong efektif, meskipun masih ada beberapa hambatan seperti rusaknya sikap mental pengemis, kedua anggota satpol pp dalam penertiban PGOT terbatas dan ketiga, masyarakat yang tetap memberikan uang kepada para pengemis. Kesimpulan: Peran penertiban pengemis, gelandangan dan orang terlantar (PGOT) oleh satpol-pp belum berjalan dengan baik, hal ini dikarenakan masih kurangnya aspek-aspek penunjang suatu pengukuran peran kerja Satpol-pp dari beberapa aspek.
