Abstract
PERANAN PEJABAT PENGELOLA INFORMASI DAN DOKUMENTASI (PPID) DALAM MEMBERIKAN PELAYANAN KEPADA MASYARAKAT BERBASIS ONLINE STUDI DI KOTA BANDA ACEH PROVINSI ACEH Salsabila Mukhtar NPP. 29.0065 Asdaf Kota Banda Aceh Provinsi Aceh Program Studi Teknologi Rekayasa Informasi Pemerintahan Email: salsabilaaamukhtar@gmail.com ABSTRACT The author focuses on the problem that there are still a group of people who feel disadvantaged as a result of the unavailability of an information submitted. The community groups that were in a deadlock then looked for a way out in accordance with the regulations in force at the Aceh Information Commission. This is because there is no provision of information which causes no coordination and consolidation in the collection of information from the Main PPID to the Assistant PPID. Where the PPID should be the shortcut link between the community and the government. Purpose: The purpose of this study was to identify and analyze the role of PPID and the constraints of PPID in carrying out their duties. Methods: This study uses a descriptive qualitative method with an inductive approach and analysis of the role theory of Richard Kelly. Data collection techniques using in-depth interviews (5 informants), documentation and observation. Results/Findings:The findings obtained by the author in this study are that there are a number of factors that cause the PPID's role to be ineffective, namely related to inadequate infrastructure and the lack of human resources who have the appropriate abilities in their fields. Conclusion: The role of the Banda Aceh City PPID in providing online-based information services for the people of Banda Aceh City needs to be further improved, especially in terms of providing online-based public information, namely through the official website. This is evidenced by PPID's delay in providing information submitted by the public. In order to increase this role, the government must provide special training in the IT field to improve the ability to manage websites Keywords: Role of PPID, System Builder, Choreographer, Harvester, Digital Communicator, Connectors ABSTRAK Penulis berfokus pada permasalahan masih terdapat sekelompok masyarakat yang merasa dirugikan akibat dari tidak tersedianya suatu informasi yang diajukan. Kelompok masyarakat yang mengalami kebuntuan kemudian mencari jalan keluar sesuai dengan peraturan yang berlaku di Komisi Informasi Aceh. Hal ini dikarenakan tidak adanya penyediaan informasi yang menyebabkan tidak terjalinnya 1 koordinasi dan konsolidasi dalam pengumpulan informasi dari PPID Utama kepada PPID Pembantu. Dimana Seharusnya PPID inilah yang menjadi jalan pintas penghubung antara masyarakat dan pemerintah. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis mengenai peranan PPID dan kendala-kendala PPID dalam menjalankan tugasnya. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan induktif dan analisis terhadap teori peranan dari Richard Kelly. Teknik pengumpulan data dengan menggunakan wawancara mendalam (5 informan), dokumentasi dan observasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu terdapat sejumlah faktor yang menyebabkan belum efektifnya peranan PPID yaitu terkait dengan sarana prasarana yang kurang memadai serta kurangnya sumber daya manusia yang memiliki kemampuan sesuai pada bidangnya. Kesimpulan: Peranan PPID Kota Banda Aceh dalam memberikan pelayanan informasi berbasis online bagi masyarakat Kota Banda Aceh perlu ditingkatkan lagi terlebih dari segi pemberian informasi publik berbasis online yaitu melalui website resminya. Hal ini dibuktikan dengan keterlambatan PPID dalam memberikan informasi yang diajukan oleh masyarakat. Guna meningkatkan peranan tersebut pemerintah harus memberikan pelatihan khusus dibidang IT guna meningkatkan kemampuan dalam mengelola website.
