Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research). Law Number 52 of 2009 concerning Population Development and Family Development explains that the family planning program is a strategic program in tackling the large population growth rate in Indonesia through child birth control, the ideal distance and age for childbirth and pregnancy, through offerings, protection, and assistance. in accordance with reproductive rights in realizing a quality family. The implementation of the family planning program did not run without problems. Along with the times, the family planning program has weakened, as indicated by the decline in family planning participants.Objective: This study aims to determine the effectiveness of family planning services by the Office of Women's Empowerment and Child Protection and Population Control and Family Planning in Samosir Regency in controlling birth rates in Samosir Regency.Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result: The effectiveness of family planning services by the Office of Women's Empowerment and Child Protection and Population Control and Family Planning in Samosir Regency (DISP3A PPKB Samosir Regency) in controlling the birth rate in Samosir Regency, North Sumatra Province, has not been effective because it is still 67.8% of the target that has been set. fulfilled by DISP3A PPKB Samosir Regency and there are only four officers at the extension center who are responsible for disseminating the family planning program to 28 villages/kelurahan.. Conclusion: The effectiveness of family planning services carried out by the Office of Women's Empowerment and Child Protection and Population Control and Family Planning in Samosir Regency has not been effective. The obstacle faced is the factor of customs in the North Sumatra Province in general and Samosir Regency in particular, which still adheres to the patriarchal system, then the dependence of the community on the government. priority scale on family planning development, as well as refreshing family planning cadres.
