Abstract
ABSTRACT Problem statement/ background (GAP): Mataram City has various problems with securing land assets. The problem is that there are still many land assets in Mataram City that do not have certificates. Purpose: The purpose of this study is to find out and analyze the effectiveness of securing land fixed assets by the City Finance Agency and find out the inhibiting factors and efforts made by the Regional Finance Agency in streamlining the security of land fixed assets in Mataram City. Methods: This study uses descriptive qualitative methods with an inductive approach and analysis of the theory of effectiveness from James L Gibson. Data collection techniques using in-depth interviews (7 informants), documentation and observation. Results/Findings: The findings obtained by the authors in this study are that the security of land assets in Mataram City is running effectively even though there are still several inhibiting factors. This is as the categorization of effective measurements is fulfilled more than half of the indoctrinators in the theory of effectiveness. Conclusion: Based on the results of the analysis of efforts made by the Regional Finance Agency in overcoming these obstacles by coordinating with the National Land Agency and taking the PTSL route in land certification and web-based applications developed by utilizing existing technological advances such as digital mapping programs. Keywords: Effectiveness, Safeguarding, Fixed assets of land ABSTRAK Permasalahan/Latara Belakang (GAP): Kota Mataram memiliki berbagai permasalahan pada pengamanan aset tanah. Permasalahan tersebut masih banyak aset tanah di Kota Mataram yang belum memliki sertifikat. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis mengenai efektivitas pengamanan aset tetap tanah oleh Badan Keuangan Kota dan mengetahui factor penghambat serta upaya yang dilakukan oleh Badan Keuangan Daerah dalam mengefektifkan pengamanan aset tetap tanah di Kota Mataram. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan induktif dan analisis terhadap teori efektivitas dari James L Gibson. Teknik pengumpulan data dengan menggunakan wawancara mendalam (7 informan), dokumentasi dan observasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu pengamanan aset tanah di Kota Mataram berjalan efektif walaupun masih terdapat beberapa factor penghambat. Hal tersebut sebagaimana pengkategorian pengukuran efektif terpenuhi melebihi dari setengah indokator yang ada pada teori efektivitas. Kesimpulan: Berdasarkan hasil analisis upaya yang dilakukan oleh Badan Keuangan Daerah dalam mengatasi hambatan tersebut dengan melakukan koordinasi dengan Bapan Pertanahan Nasional dan menempuh jalur PTSL dalam pensertifikatan tanah serta aplikasi berbasis web yang dikembangkan dengan memanfaatkan kemajuan teknologi yang ada seperti program pemetaan digital.
