Abstract
ABSTRACT Problem Statement/Background (GAP): (Contains the background behind the research). The Department of Population and Civil Registration of Pekanbaru City has a challenge in order to maximize existing services. However, the service carried out conventionally turned out to be unsatisfactory to the community regarding the speed of the population document service process which seemed to take a long time. This is because the population is so large, and the lack of the latest tools causes the service process to be slightly hampered and causes complaints to the public. Objective : This study aims to determine the effectiveness of the e-KTP service at the Pekanbaru City Population and Civil Registration Office. Methode: This study uses descriptive qualitative research methods with an inductive approach, where the authors obtain data by means of interviews, observation and documentation Result The effectiveness of the e-KTP service through the SIPENDUDUK program at the Pekanbaru City Population and Civil Registration Service which was analyzed by Campbell's theory of effectiveness was considered not effective enough in the e-KTP service where from all dimensions of effectiveness there were dimensions that had not been fulfilled, namely from the efficiency dimension. This is because the time for the SIPENDUDUK service itself has not been completed on time. While the other four indicators have been met, because SIPENDUDUK itself is able to meet community satisfaction and has excellent service quality as well as high productivity and flexible services. SIPENDUDUK itself is able to meet community satisfaction and has excellent service quality and high productivity and flexible services.Conclusion: The SIPENDUDUK program is deemed not to be effective enough, namely the time efficiency of the service received is not in accordance with the provisions. The obstacles faced in the effectiveness of the Sipenresident Program are network problems, community knowledge of the socialization that has not been evenly distributed. Efforts made by the Department of Population and Civil Registration in overcoming these problems are expanding the network and providing continuous and comprehensive socialization to the community, and increasing public awareness of the importance of orderly administration.
