Abstract
ABSTRACT Problem Statement/Background (GAP): The Covid-19 Health Protocol is one form of handling and anticipating the spread of Covid-19. In Indonesia, it is known as 5M, namely wearing masks, washing hands, maintaining distance, avoiding crowds and reducing mobility. In the city of Ambon, Mayor Regulation No. 25 of 2020 has been issued concerning the Implementation of Discipline and Law Enforcement of Health Protocols as an Effort for Prevention and Control of Corona Virus Disease 2019. The Ambon City Civil Service Police Unit as an enforcement officer of regional regulations and local regulations has the duty and responsibility in enforcing protocols. Covid-19 health conditions that apply in the city of Ambon, so the main problem in this research is How to Implement the Enforcement of the Covid-19 Health Protocol carried out by the Ambon City Civil Service Police Unit and the obstacles and efforts faced in the field. Purpose: Therefore, the purpose of this study is to find out, describe and analyze how the form of implementation is in enforcing the Covid-19 health protocol law. Method: This study uses a qualitative descriptive research method with an inductive approach. Result: The results found in the field regarding the implementation carried out by the Ambon City Civil Service Police Unit have been carried out in accordance with applicable policies, but it is still found that Ambon City people have not obeyed the Covid-19 health protocol. Conclusion: The enforcement of the Covid-19 Health Protocol in the city of Ambon has been implemented in accordance with applicable policies, only the lack of personnel on duty and inadequate facilities and infrastructure so that there is a need for more equitable policy socialization to all Ambon City people, the formation of more focused work coordination and improvement of operational support facilities and infrastructure. Keywords: Implementation, Enforcement, Health Protocol of Covid-19, Pamong Praja Police Unit ABSTRAK Permasalahan/Latar Belakang (GAP): Covid-19 disaat ini masih saja menjadi permasalahan utama yang menyerang masalah kesehatan yang di hadapi oleh seluruh dunia. Protokol Kesehatan Covid-19 merupakan salah satu bentuk penanganan serta antisipasi penyebaran Covid-19. Di Indonesia dikenal dengan 5M yaitu memakai masker, mencuci tangan, menjaga jarak, menghindari kerumunan dan mengurangi mobilitas. Di kota Ambon telah dikeluarkan Peraturan Walikota No.25 Tahun 2020 tentang Penerapan Disiplin dan Penegakan Hukum Protokol Kesehatan sebagai Upaya Pencegahan dan Pengendalian Corona Virus Disease 2019. Satuan Polisi Pamong Praja kota Ambon sebagai aparat penegak perda dan perkada memiliki tugas dan tanggung jawab dalam menegakan protokol kesehatan Covid-19 yang berlaku di kota Ambon, sehingga pokok permasalahan dalam penelitian ini adalah Bagaimana Implementasi Penegakan Protokol Kesehatan Covid-19 yang dilaksanakan oleh Satuan Polisi Pamong Praja kota Ambon dan hambatan serta upaya yang dihadapi di lapangan. Tujuan: Oleh karena itu, tujuan dari penelitian ini yaitu untuk mengetahui, menguraikan dan menganalisis bagaimana bentuk implementasi dalam menegakan hukum protokol kesehatan Covid-19. Metode: Penelitian ini menggunakan metode penelitian deskriptif kualitatif dengan pendekatan induktif. Hasil/Temuan: Hasil yang ditemukan di lapangan mengenai implementasi yang dilakukan Satuan Polisi Pamong Praja kota Ambon telah dilaksanakan sesuai dengan kebijakan yang berlaku, namun masih saja ditemukan masyarakat kota Ambon yang belum taat terhadap protokol kesehatan Covid-19. Kesimpulan: Penegakan Protokol Kesehatan Covid-19 di kota Ambon sudah diterapkan sesuai dengan kebijakan yang berlaku hanya saja kurangnya tenaga personil yang bertugas serta sarana dan prasarana yang kurang memadai sehingga perlu adanya sosialisasi kebijakan yang lebih merata kepada seluruh masyarakat kota Ambon, pembentukan koordinasi kerja yang lebih terarah serta peningkatan sarana dan prasarana pendukung operasional.
