Abstract
ABSTRAK Penelitian ini merupakan penelitian yang mengkaji bentuk peran upaya kinerja KPU di Kabupaten Paser dalam melaksanakan partisipasi pemilih dan mengkaji faktor penghambat maupun pendukung yang mempengaruhi partisipasi pemilih tersebut dalam pelaksanaan pemilihan umum di Kabupaten Paser tahun 2020. Adapun metode yang digunakan adalah metode penelitian kualitatif deskriptif dengan beberapa teknik pengumpulan data yaitu melalui observasi atau pengamatan, wawancara, dan dokumen. Kemudian terdapat tiga tahapan dalam melakukan teknik analisis data dalam penelitian ini yaitu reduksi data, penyajian data, dan kemudian menarik kesimpulan. Hasil penelitian menunjukkan bahwa Komisi Pemilihan Umum (KPU) Kabupaten Paser telah melakukan upaya peningkatan partisipasi pemilih dengan mengutamakan sosialisasi kepada berbagai golongan masyarakat. Adapun yang menjadi sasaran utama dalam pelaksanaan sosialisasi tersebut adalah dari golongan pemilih pemula dan penyandang disabilitas. KPU Kabupaten Paser juga telah menetapkan Desa Sadar Pemilih Pemilu (DSPP) untuk menjadi daerah sasaran sosialisasi yang berkelanjutan. Meskipun berbagai upaya telah dilakukan, persentasi partisipasi pemilih pilkada di Kabupaten Paser pada tahun 2020 menunjukkan angka yang masih berada dibawah target nasional yaitu sebesar 67,23%. Ada beberapa hal yang menjadi faktor penyebab kurangnya partisipasi masyarakat dalam pemilihan umum diantaranya seperti kurangnya kesadaran politik masyarakat di Kabupaten Paser dan kurangnya mutu pendidikan. Disisi lain, ada pula beberapa faktor yang menjadi pendorong partisipasi pemilih di Kabupaten Paser yaitu seperti faktor pemerintah sebagai fasilitator pemilihan umum dan peranan partai politik. The method used is descriptive qualitative research method with several data collection techniques, namely through observation or observations, interviews, and documents. Then there are three stages in carrying out data analysis techniques in this study, namely data reduction, data presentation, and then drawing conclusions. The results showed that the General Election Commission (KPU) of Paser Regency had made efforts to increase voter participation by prioritizing socialization to various groups of people. The main targets in the implementation of the socialization are the novice voters and people with disabilities. The Paser Regency KPU has also determined the Election Awareness Village (DSPP) to be the target area for sustainable socialization. Although various efforts have been made, the percentage of election voter turnout in Paser Regency in 2020 shows a figure that is still below the national target of 67.23%. There are several factors that cause the lack of public participation in the general election, such as the lack of public political awareness in Paser Regency and the lack of quality education. On the other hand, there are also several factors that drive voter participation in Paser Regency, such as the government as a facilitator of general elections and the role of political parties.
