Abstract
In dealing with population problems during the Covid-19 pandemic, the Population and Civil Registration Office of Sidoarjo Regency made the Plavon Program Innovation in providing Population Administration services. This study aims to analyze the elements of innovation in the Plavon Program, analyze the factors supporting the success of the Plavon Program in providing population administration services, and measure and analyze the value of community satisfaction with Population Administration services through the Plavon Program. The method in this study is a combined method, where qualitative methods are used to analyze problems related to elements of innovation and factors supporting the success of innovation and descriptive statistical methods to measure and analyze community satisfaction with the Plavon Program. The study results show that there are five dimensions of service innovation elements that the Plavon Program must meet as criteria in making service innovations. In its application, some factors support the success of the Plavon Program, namely the characteristics of the Plavon Program as a service provider, the role of the government in providing socialization, the government's efforts to influence the community to use the Plavon Program, and the current social conditions of society. The results of the value of community satisfaction with Population Administration services through the Plavon Program are in the excellent category. This research concludes that the Plavon Program has fulfilled all innovative aspects as a service innovation. The characteristics of the service influence the factors driving the success of the Plavon Program, the role of the government in socializing, the government's efforts to attract public interest, and the current social conditions of society. The survey results related to community satisfaction obtained an average score of 3.52. The advice given is related to the development of the Plavon Program to be resolved immediately and immediately followed up on community complaints related to the operation of the Plavon Program.
