Abstract
Problem/Background (GAP): The high potential for flood disasters in Singkawang City is seen from the occurrence of floods every year. This flood event usually occurs due to the rainy season with high rainfall, unstable drainage and flood shipments from other districts. Purpose: The purpose of this study was to obtain an overview of the role of the Regional Disaster Management Agency in mitigating flood disasters in Singkawang City, the inhibiting factors faced and the efforts made by the Singkawang City Regional Disaster Management Agency in overcoming the inhibiting factors in flood disaster mitigation. Methods: In this study, the author uses a qualitative approach and uses a descriptive method. The data sources used are primary data sources and secondary data with 9 informants. Data collection techniques using interviews, observation, and documentation. The data analysis technique used is data reduction, data presentation and conclusion drawing. Results: BPBD Singkawang City has played a good role in mitigating flood disasters in Singkawang City. By increasing the capacity of TRC and increasing community capacity through the KELTANA program as well as taking mitigation actions such as making flood-prone maps, preparing disaster risk study documents and others. The inhibiting factors are inadequate human resources, streamlining of the Singkawang City BPBD organizational structure bureaucracy, and inadequate facilities and infrastructure. Conclusion: BPBD Singkawang City has carried out its role well in mitigating flood disasters in Singkawang City. This is evidenced by the good response from people living in floodprone areas. The Singkawang City BPBD has also made efforts to overcome the inhibiting factors, namely by increasing human resources, carrying out flood disaster preparedness in Singkawang City, and conducting horizontal coordination on a regular basis.
