Abstract
ABSTRACT Problem/Background (GAP): In Dairi Regency, based on data from the Population and Civil Registration Office in 2021, there are still around 737 people with disabilities who do not yet have an e-KTP. Implementation of the Population Administration Pick-up Program as a solution to reach people with disabilities to villages or residents' houses has not been able to cover all people with disabilities. Purpose: to find out how the implementation of the BoIa Pick-up program implemented by the DukcapiI Office and the supporting and inhibiting factors of the Pick-up Ball program improve the quality of the eI ID card service for persons with disabilities in the Dairi District. Methods: The research design used in this study is a descriptive qualitative method with an inductive approach. Data collection techniques through interviews, observation, and documentation The research was conducted at the Department of Population and Civil Registration in Dairi Regency. Results/Findings: Of the four indicators proposed by Edward III, there is one indicator that is not yet optimal, namely the resource indicator. Conclusion: The implementation of the Pick-up Ball program in improving e-KTP services for people with disabilities has been carried out well, but it is not optimal due to several factors that hinder the implementation of this policy, namely the lack of awareness of the community with disabilities and families of people with disabilities, network problems, and the difficulty of accessibility to homes for people with disabilities. Keywords: Persons with Disabilities, e-KTP, Ball Pick-up Program ABSTRAK Permasalahan/Latar Belakang (GAP): Kabupaten Dairi berdasarkan data dari Dinas Kependudukan dan Pencatatan Sipil tahun 2021 masih berkisar 737 orang masyarakat penyandang disabilitas yang belum memiliki KTP-el, Pelaksanaan program Jemput Bola administrasi kependudukan sebagai solusi untuk menjangkau masyarakat penyandang disabilitas ke desa ataupun rumah penduduk belum dapat mencakup seluruh masyrakat penyandang disabilitas Tujuan: untuk mengetahui bagaimana impIementasi program Jemput BoIa yang diIaksanakan oIeh Dinas DukcapiI dan faktor pendukung dan penghambat program Jemput Bola daIam meningkatkan kuaIitas pelayanan KTP-eI bagi penyandang disabiIitas di Kabupaten Dairi. Metode: Desain penelitian yang digunakan dalam penelitian ini adalah metode kualitatif deskriptif dengan pendekatan induktif. Teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Penelitian dilaksanakan di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Dairi. Hasil/Temuan: Dari keempat indikator yang dikemukakan oleh Edward III ada satu indikator yang belum optimal, yaitu indikator sumber daya. Kesimpulan: Implementasi program Jemput Bola dalam meningkatkan pelayanan KTP-el bagi penyandang disabilitas telah terlaksana dengan baik hanya saja belum optimal disebabkan oleh beberapa hal faktor penghambat dalam impelentasi kebijakan ini yaitu kurangnya kesadaran dari masyarakat penyandang disabilitas maupun keluarga penyandang disabilitas, permasalahan jaringan serta sulitnya aksesibilitas menuju rumah penyandang disabilitas.
