Abstract
ABSTRACT Problem Statement/Background (GAP): Policy implementation is an attempt to see how far the policy is runn ing and knowing whether a policy is succeed or fail in achieving its goals. Purpose: To find out and analyze the implementation of health protocol policies in handling the Covid-19 pandemic in Bontang City, East Kalimantan Province along with obstacles or inhibiting factors in implementation and efforts to overcome obstacles that occur in the implementation of health protocol policies. Method: The research approach used is a descriptive qualitative approach with data collection techniques, namely field observations, interviews, and documentation. The data analysis technique adopts the interactive analysis technique with data analysis methods of data reduction, data presentation and drawing concIusions or verification. Result: This research uses George Edward III's Policy Implementation theory in Widodo (2010: 96) who describes there are 4 factors that influence success or failure of a policy implementation. These 4 factors include: communication, resources, disposition and bureaucratic structure. Conclusion: Based on the research conducted, it can be concluded that the implementation of Health protocol policy in handling the Covid-19 pandemic in the City Bontang, East Kalimantan Province, has not been implemented well yet because there are still inconsistencies in coordination, there is no flow of officers in writing, and there is no clear fragmentation of work responsibilities Between the four agencies, improvement efforts are still needed in terms of socialization to the community, coordination between agencies and a clear division of tasks in the implementation of policy implementation. Keywords : Implementation, Covid-19 Pandemic, Health Protocol ABSTRAK Permasalahan/Latar Belakang (GAP): Implementasi kebijakan merupakan suatu upaya untuk melihat seberapa jauh kebijakan tersebut berjalan serta mengetahui apakah sebuah kebijakan tersebut berhasil atau gagal dalam mencapai tujuannya. Tujuan: Untuk mengetahui dan menganalisis implementasi kebijakan protokol kesehatan dalam penanganan pandemi Covid-19 di Kota Bontang Provinsi Kalimantan Timur beserta kendala atau faktor penghambat dalam implementasi dan upaya untuk mengatasi kendala yang terjadi pada implementasi kebijakan protokol kesehatan. Metode: Pendekatan penelitian yang digunakan adalah pendekatan kualitatif deskriptif dengan teknik pengumpulan data yaitu observasi lapangan, wawancara, dan dokumentasi. Teknik analisis data mengadopsi Teknik analisis interaktif dengan metode analisis data reduksi data, penyajian data dan penarikan kesimpulan atau verifikasi. Hasil/Temuan: PeneIitian ini menggunakan teori Implementasi Kebijakan George Edward III daIam Widodo (2010:96), yang menjabarkan ada 4 faktor yang mempengaruhi keberhasilan atau kegagalan suatu implementasi kebijakan. 4 faktor tersebut diantaranya adalah komunikasi, sumber daya, disposisi dan struktur birokrasi.. Kesimpulan: Berdasarkan penelitian yang dilakukan dapat disimpulkan bahwa implementasi kebijakan protokoI Kesehatan daIam penanganan pandemi Covid�19 di Kota Bontang Provinsi Kalimantan Timur belum terlaksana dengan baik seluruhnya karena masih mengaIami inkonsistensi koordinasi, belum adanya tata aliran petugas secara tertulis, serta beIum adanya fragmentasi tanggung jawab kerja yang jeIas antara keempat instansi masih diperlukan upaya perbaikan dari segi sosialisasi kepada masyarakat, koordinasi antar instansi dan pembagian tugas yang jeIas daIam pelaksanaan implementasi kebijakan.
