Abstract
ABSTRACT The author focuses on the problem that there are still many violations in the implementation of the Pilkada in East Kotawaringin Regency which were carried out during the campaign period by each pair of candidates. Purpose:The purpose of this study was to identify and analyze the role of the Election Supervisory Body in Implementing the 2020 Regional Head Elections in East Kotawaringin, Central Kalimantan Province. Methods: This study uses a descriptive qualitative method with an inductive approach and an analysis of the role theory of Horoepoetry. Data collection techniques using in-depth interviews (6 informants), documentation and observation. Results/Findings: The findings obtained by the author in this study are that in its implementation the role of Bawaslu still encounters obstacles, starting from the lack of Human Resources and infrastructure. Conclusion: Bawaslu of East Kotawaringin Regency has carried out the stages of implementing supervision according to a predetermined schedule starting from the stage of updating voter data to the stage of the selected candidate pair, but still obstacles are found that cause the implementation of the Pilkada not to be optimal. Keywords: Supervision, Pilkada, Bawaslu ABSTRAK Penulis berfokus pada permasalahan masih banyaknya tindak pelanggaran dalam pelaksanaan Pilkada yang ada di Kabupaten Kotawaringin Timur yang dilakukan pada masa kampanye oleh masing-masing pasangan calon. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis mengenai peran Badan Pengawas Pemilu Dalam Melaksanakan Pilkada Tahun 2020 Di Kotawaringin Timur Provinsi Kalimantan Tengah. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan induktif dan analisis terhadap teori peran dari Horoepoetri. Teknik pengumpulan data dengan menggunakan wawancara mendalam (6 informan), dokumentasi dan observasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu dalam pelaksanaannya peran Bawaslu masih menemui hambatan dari mulai kurangnya Sumber Daya Manusia serta sarana prasarana. Kesimpulan: Bawaslu Kabupaten Kotawaringin Timur telah melaksanakan tahapan pelaksanaan pengawasan sesuai jadwal yang sudah ditetapkan mulai dari tahapan pemuktahiran data pemilih sampai tahapan paslon terpilih, namun masih tetap ditemukannya hambatan yang menyebabkan tidak optimalnya pelaksanaan dari Pilkada tersebut.
