Abstract
Indonesia's geographical conditions create a high potential for natural disasters, especially hydrometeorological disasters such as floods, landslides, strong winds, and fallen trees. In the current extreme climate conditions create a new challenge for disaster management in Indonesia. This study aims to identify and analyze the strategy of the Regional Disaster Management Agency (BPBD) in anticipating hydrometeorological natural disasters in Tasikmalaya City. The Regional Disaster Management Agency (BPBD) has an important role in minimizing the number of victims in a disaster as a form of responsibility to the Indonesian nation, state and society. This study uses qualitative research methods focusing on descriptive methods through an inductive approach with data collection techniques with observation, documentation, and interviews with 7 informants. The results of this study are that the BPBD strategy in terms of objectives is good enough, policies are good, programs are good, actions are good enough, decisions are good enough, and resource allocation is still lacking and needs to be improved. The conclusion reached is that it is necessary to carry out a series of preventive activities in the context of disaster management through rapid response steps based on the pentahelix concept, where disaster management is not only the responsibility of the Regional Disaster Management Agency (BPBD) but involves all elements consisting of the government, the community, the business world, academia, and the mass media, so that there is good synergy and cooperation.
