Abstract
ABSTRACT The Covid-19 pandemic increased the number of Covid-19 cases in Indonesia, making the government provide a policy of limiting activities including restrictions on economic activities that make the economic weakening of the community, especially rural communities. Therefore, the government provides social assistance to communities affected by Covid-19 in the village, namely Village Fund Cash Direct Assistance (BLT Dana Desa) whose implementation has not been felt effective by the community. This study aims to find out how the effectiveness of the allocation of BLT Village Funds to communities affected by Covid-19 in Lumajang Regency in 2021. The research method used in this study is qualitative descriptive with an inductive approach with analysis according to Sugiyono (2012: 247). Data collection techniques use observation, interview and documentation techniques. The results of this study showed that the measurement of the effectiveness of the allocation of BLT Village Funds in Lumajang Regency has not fully met all effective indicators, the obstacles encountered are: (1) The difficulty of KPM data collection because it is bound by regulations on poverty criteria; (2) Delay in the implementation of the allocation of BLT Village Funds due to poor performance of the organizing apparatus; (3) The need for an increased amount of KPM is accompanied by limited budget of BLT Village Funds and causes gaps in the community. While the efforts made by the DPMD and the Village Government are: 1) Determining KPM at the discretion of the Village Government; 2) Improving the performance of the village fund BLT allocation apparatus; 3) Make a policy of allocation of BLT Village Funds alternately in each semester of the year.The allocation of BLT Village Funds in Lumajang Regency in 2021 is still not effective enough because community satisfaction has not been fully fulfilled, it is recommended to the organizers to prepare more optimally by socializing the types of government assistance, updating data collection and working on the village fund BLT budget to meet the required quota. Keywords : Budget allocation, Village Fund, BLT Village Fund ABSTRAK Pandemi Covid-19 menaikkan angka kasus Covid-19 di Indonesia, menjadikan pemerintah memberikan kebijakan pembatasan kegiatan termasuk di dalamnya adalah pembatasan kegiatan ekonomi yang menjadikan pelemahan ekonomi masyarakat terutama masyarakat desa. Karenanya, pemerintah memberikan bantuan sosial kepada masyarakat terdampak Covid-19 di desa yaitu Bantuan Langsung Tunai Dana Desa (BLT Dana Desa) yang pelaksanaannya belum dirasa efektif oleh masyarakat. Penelitian ini bertujuan untuk mengetahui bagaimana efektivitas alokasi BLT Dana Desa terhadap masyarakat terdampak Covid-19 di Kabupaten Lumajang tahun 2021. Metode penelitian yang digunakan dalam penelitian ini adalah kualitatif deskriptif dengan pendekatan induktif dengan analisis menurut Sugiyono (2012:247). Teknik pengumpulan data menggunakan teknik observasi,wawancara dan dokumentasi. Hasil penelitian ini menunjukkan bahwa pengukuran efektivitas alokasi BLT Dana Desa di Kabupaten Lumajang belum sepenuhnya memenuhi semua indikator efektif, kendala yang ditemui yaitu: (1) Kesulitan pendataan KPM karena terikat regulasi tentang kriteria kemiskinan; (2) Keterlambatan pelaksanaan alokasi BLT Dana Desa karena kurang baiknya kinerja aparat penyelenggara; (3) Kebutuhan jumlah KPM yang meningkat dibarengi dengan keterbatasan anggaran BLT Dana Desa serta menimbulkan kesenjangan di masyarakat. Sedangkan upaya yang dilakukan oleh DPMD dan Pemerintah Desa yaitu: 1) Menentukan KPM dengan kebijaksanaan dari Pemerintah Desa; 2) Melakukan perbaikan kinerja aparat penyelenggara alokasi BLT Dana Desa; 3) Membuat kebijakan alokasi BLT Dana Desa secara bergantian pada tiap semester dalam setahun. Pengalokasian BLT Dana Desa di Kabupaten Lumajang tahun 2021 masih belum cukup efektif karena kepuasan masyarakat belum sepenuhnya terpenuhi, disarankan kepada penyelenggara untuk mempersiapkan lebih maksimal dengan cara sosialisasi jenis-jenis bantuan pemerintah,update pendataan dan mengusahakan anggaran BLT Dana Desa memenuhi kuota yang dibutuhkan.
