Abstract
ABSTRACT (in English) Problem Statement/Background (GAP): The focus of this research is the distribution of assistance to flood victims in Bantaeng Regency where flooding has become a problem in Bantaeng Regency in the last three years which has an impact on the losses suffered by the community. Purpose: The purpose of this study was to determine the efforts to increase community empowerment in early detection by local governments to prevent the occurrence of transtuberculosis disorders. Method: The purpose of this study was to analyze the effectiveness of the distribution of aid for flood victims in Bantaeng Regency in 2020, the inhibiting and supporting factors, as well as the efforts made to overcome the obstacles. Result: This study uses a mixture of qualitative and quantitative methods (scoring system), using primary and secondary data obtained by questionnaire, interview, observation, and documentation techniques. Conclusion: The results of this study indicate that, the distribution of aid to flood victims is classified as effective based on five dimensions, namely program success, target success, satisfaction with the program, suitability of outputs with inputs, and overall program success. In addition, this study also shows the accuracy of aid distribution based on seven dimensions, namely the right type, the right amount, the right quality, the right time, the right target, the right cost, and the right reporting. There are several obstacles encountered in the process of distributing invalid victim data assistance and lack of human resources. Efforts made by BPBD in overcoming the problem are conducting a re-survey of victim data and coordinating with related parties. Conclusion: The distribution of aid to flood victims in Bantaeng Regency in 2020 is quite effective. In order to improve preparedness and response time in a better direction, of course, it is necessary to increase the capacity of human resources at BPBD Bantaeng Regency. Keywords: Effectiveness, Disaster Management, Disaster Assistance ABSTRAK (in bahasa) Permasalahan/Latar Belakang (GAP): Fokus penelitian ini yaitu penyaluran bantuan terhadap korban banjir di Kabupaten Bantaeng yang mana banjir telah menjadi permasalahan di Kabupaten Bantaeng dalam kurun waktu tiga tahun terakhir yang berdampak pada kerugian yang diderita masyarakat. Tujuan: Tujuan dari penelitian ini adalah untuk menganalisis efektivitas penyaluran bantuan korban bencana banjir di kabupaten bantaeng tahun 2020, faktor penghambat dan pendukung, serta upaya yang dilakukan untuk mengatasi hambatan. Metode: Penelitian ini menggunakan metode campuran kualitatif dan kuantitatif (sistem scoring), menggunakan data primer dan sekunder yang diperoleh dengan teknik kuesioner, wawancara, observasi, dan dokumentasi. Hasil/Temuan: Hasil penelitian ini menunjukkan bahwa, penyaluran bantuan kepada korban banjir tergolong efektif berdasarkan lima dimensi yaitu keberhasilan program, keberhasilan sasaran, kepuasan terhadap program, kesesuaian output dengan input, dan keberhasilan program secara keseluruhan. Selain itu, penelitian ini juga menunjukkan ketepatan penyaluran bantuan berdasarkan tujuh dimensi yaitu tepat jenis, tepat jumlah, tepat kualitas, tepat waktu, tepat sasaran, tepat biaya, dan tepat pelaporan. Terdapat beberapa hambatan yang didapatkan dalam proses penyaluran bantuan data korban yang tidak valid dan sumber daya manusia yang kurang. Upaya yang dilakukan BPBD dalam mengatasi permasalahan yaitu melakukan survei ulang data korban dan melakukan koordinasi dengan pihak terkait. Kesimpulan: Penyaluran bantuan terhadap korban banjir di Kabupaten Bantaeng tahun 2020 tergolong efektif. Guna meningkatkan kesiapsiagaan serta respond time ke arah yang lebih baik tentu saja diperlukan peningkatan kapasitas sumber daya manusia di BPBD Kabupaten Bantaeng.
