Abstract

The public services provided by the UPT SAMSAT Binjai office apparatus are still considered less than optimal. This is evident from the results of interviews with people who receive services. So the author raised the title "PERFORMANCE OF APPARATUS IN PUBLIC SERVICES IN THE OFFICE OF THE UPT SAMSAT BINJAI TAX AND RETRIBUTION MANAGEMENT AGENCY OF NORTH SUMATRA PROVINCE". This study aims to analyze the performance of the apparatus at the UPT Samsat Binjai Office in providing services. The inhibiting factors that exist, as well as what efforts are being made to overcome the obstacles. The research method used is descriptive qualitative research with an inductive approach. Informants in this study were determined by purposive sampling. Data were collected by interview, observation and document techniques. From the results of the analysis, it was concluded that the performance of the apparatus at the UPT Samsat Binjai Office was felt to be lacking. This can be seen from the Individual Factors, Organizational Factors, Management Factors of the apparatus at the UPT Samsat Binjai Office. The obstacles that occur can be overcome by increasing the competence of the apparatus through training, technical guidance, seminars and upgrading. The suggestion proposed to the apparatus at the UPT Samsat Binjai Office is that there is a need for training to improve knowledge and skills in the hope that the local government will immediately take steps related to performance training that is not in accordance with needs, as well as improve and increase the number of infrastructure facilities that can support performance so that better as well as supervising and evaluating all the work carried out by the UPT Samsat Binjai apparatus.
