Abstract
Problem Statement/Background (GAP): The author focuses on the problem that there are still many people in Lumajang Regency who do not have a birth certificate. Purpose: The purpose of this study was to determine and analyze the effectiveness of the PANADDOL-MANTAP Program in issuing birth certificates at the Population and Civil Registration Office of Lumajang Regency. Method: This study uses a descriptive qualitative method with an inductive approach and an analysis of the effectiveness theory of Gibson and Steers. Data collection techniques using in-depth interviews (10 informants), documentation and observation. Results: The findings obtained by the authors in this study are that after the PANADDOL-MANTAP Program was implemented, there were still many people who did not have a birth certificate, this was due to a lack of public understanding of service standards, lack of socialization and only people who had androids who could use the program. PANADDOL-MANTAP. Conclusion: The PANADDOL-MANTAP program has been quite effective, although there are still some obstacles. In order to increase the effectiveness of this program, it is recommended that the Department of Population and Civil Registration of Lumajang Regency conduct outreach to more sub-districts, develop program innovations, and make many approaches to the community.
