Abstract
ABSTRAK Penelitian ini bertujuan untuk mengetahui implementasi kebijakan dan faktor penghambat. Metode penelitian ini menggunakan deskriptif kualitatif dengan pendekatan induktif. Pengumpulan data dan informasi dilakukan dengan cara kuesioner, wawancara dan dokumentasi. Teknik analisis data dilakukan dengan statistik deskriptif. Hasil penelitian menunjukkan bahwa indikator sumber daya, indikator disposisi, dan indikator struktur birokrasi berkategori sangat baik, sedangkan indikator komunikasi perlu ditingkatkan. Tujuan diberikannya tambahan penghasilan pegawai belum tercapai dengan optimal, karena masih ditemukannya pegawai yang terlambat datang ke kantor dan kesejahteraan pegawai masih kurang. Faktor penghambat yaitu sumber daya manusia serta sarana prasarana yang belum memadai. Saran penulis untuk pemerintah kabupaten Kubu Raya sebaiknya meningkatkan pengawasan, peningkatan sumber daya manusia dari segi kuantitas dan kualitas serta menambahkan jumlah tambahan penghasilan pegawai. Kata kunci : Implementasi, kebijakan, tambahan penghasilan pegawai ABSTRACT The purpose of this research is to know the implementation of regulation and inhibiting factors. This research method using descriptive qualitative with inductive approach. Collecting data and information is done by questionnaire, interview and documentation. Technique of data analysis is done with descriptive statistic. The results showed that resource indicator, disposition indicator, and bureaucracy structure indicator are very good, while communication indicators need to be improved. The purpose of providing additional employee income has not been achieved optimally, because it still finds employees who are late to come to the office and the welfare of employees is still lacking. The inhibiting factors are the human resources and infrastructure facilities that have not been adequate. The writer's suggestion for Kubu Raya district government are they should improving supervision, increasing human resources in terms of quantity and quality and increasing additional amount of employee income.
