Abstract

The focus of this paper is on the relationship between the center and the regions and the presence of representative institutions that represent regional interests in representative institutions. This paper uses the library research method. By collecting data and information relating to the relationship between central and regional governments, government systems and local governments. based on this approach, it is known that the concept of central and regional relations exists in many scientific fields even though their orientation is different. The relationship between the center and the regions can mean power, authority, administration and economy. In practice, the relationship between the center and the regions is also related to the degree of regional autonomy and at the same time the level of central involvement in the implementation of government functions in the regions. The discussion is ultimately related to territorial decentralization and functional decentralization. Meanwhile, the implications of central and regional relations in the system of representative institutions can be seen that the Regional Representative Council is one of the elements of a representative institution, in addition to the House of Representatives. In the context of horizontal distribution of power, the Regional Representative Council is held for checks and balances. The DPD is an institutional instrument that increasingly presents regional aspirations at the central level and makes central and regional relations closer and synergized in running the wheels of government.
