Abstract
The purpose of this study is to describe the causes of conflict between Wali Nagari with DPN and KAN, the impact of conflict between Wali Nagari with DPN and KAN, and the process of resolving conflicts between Wali Nagari and DPN and KAN. In this study, the authors used a qualitative approach with a case study research design. Data collection techniques are done by interview and documentation, while the data validity technique used by researchers uses the process of triangulation of data sources. The selection of informants is done by using purposive sampling technique. The conflict between Wali Nagari and DPN was caused because the implementation of the government program carried out by the Nagari guardian did not have the support of the DPN. Allocation of funds for physical development of Nagari was diverted by Nagari's guardians to utilize land that was not active as a community plantation area. Whereas Conflict between Wali Nagari and KAN was triggered by disagreement in determining the location of the Nagari guardian's office. This conflict is exposed by the actions of Wali Nagari who promoted the establishment of KAN Renewal. The perceived impact of the conflict is the disruption of the government process because the concentration of the elite is more focused on the problem of conflict, rather than on the problems of the people who are trying to prosper. Conflict resolution that has been attempted is by involving the Regional Government as mediation between the conflicting parties through the Special Team, but this case is still in the stage of gathering information from each of the conflicting parties.
