Abstract

The change of the administration of population administration mandated in Law Number 24 of 2013 on Population Administration is the active stelsel where the active obligation is the government through the officer is no longer a community. There are still many people who have not done the recording of ID card and the distance between the residence of the population with the location of the center of population administration service becomes the main problem which hamper the acceleration of the handling of population administration problem in Indonesia. The purpose of this paper is to find out how the implementation of active stelsel program or service around the issuance of ID cards by the Department of Population and Civil Registry of Nunukan Regency. The author uses Edwards III Theory (1980; 88), as an analytical tool, where there are four variables that influence the implementation of the policy ie bureaucratic structure, resources, disposition and communication. For the research method used is qualitative descriptive with inductive approach. While for data collection technique that is by using interview technique, observation and documentation. The authors can conclude that the implementation of active stelsel program has not run well where there are still many obstacles such as geographical condition, frequent network disturbance, lack of budget, presence administrative sanction of extension of KTP, and availability of ID card.
