Abstract
Children with special needs (ABK) are children who have special characteristics and are different from children, they are unable to show mental, transitional or physical disabilities. Education inclusive is one of other ways to empower the effective children with special needs related to education as the basis for development and community empowerment. Payakumbuh City Government made a policy to organize an inclusive education program in the City of Payakumbuh. The researcher in this study used qualitative research methods, descriptive by finding inductive.After conducting research, it can be seen that the implementation of inclusive education program in Payakumbuh City has gone well despite having several problems such as a lack of public knowledge about inclusive education program, unclear regulatory rules about funding and budgeting and the unclear rules governing the construction of infrastructure,. Lack of socialization, inability of schools to implement inclusive education program, the existence of positive and negative attitudes from educators, so that empowerment of children with special needs becomes less effective.In this study, researchers suggested through more government attention so that inclusive education program can be better organized both in terms of employment and knowledge so that what is expected can be realized that is, empowering children with special needs through inclusive education program.
