Abstract
Empowerment and development of the rice farming community so that it continues to exist and survive in improving the quality of their production so that it can increase the income of rice farmers who are still relatively low. The regional government of Merauke Regency is committed to increasing the income of the community, especially the rice farming community, through empowerment guidance activities by the Agriculture Service. The author uses the Mardikanto Theory as a theory of analysis, with four indicators in the theory namely Human Development, Business Development, Community Development, and Institutional Development. This study uses descriptive qualitative research with an inductive approach. Data collection techniques used were interviews and documentation. While the data analysis techniques use source triangulation with stages of data reduction, data presentation, conclusion drawing and verification. Local governments, especially the Agriculture Office of Merauke Regency, must continue to encourage people to be more active in working in continuing their agricultural businesses and realizing efforts to improve the results of these empowerment activities.
