Abstract

Permasalahan (Kesenjangan Penelitian/Research Gap): The use of Instagram by Bappeda Litbang Ambon City has not been effective in fostering government transparency within the smart governance framework. Purpose: This study aims to measure how Instagram usage—encompassing system quality, information quality, and service quality—affects the level of local government transparency. Method: The method employed is descriptive quantitative, with informants selected through purposive sampling. Data were collected via questionnaires from 320 respondents who are users of Bappeda Litbang Ambon City's official Instagram account. Data analysis was conducted using descriptive statistics and simple linear regression facilitated by SPSS software. Result: The results indicate that Instagram usage has a positive and significant effect on government transparency, with a calculated t-value of 13.123. The research model shows a contribution with an R Square value of 0.351, indicating that 35.1% of the variation in government transparency can be explained by the Instagram usage variable. Based on descriptive analysis, the service quality dimension—specifically admin responsiveness—was rated highly successful with the highest average score of 3.88, while the public trust indicator remains absolute minimum with a score of 3.43. Conclusion: This study recommends the necessity of building participatory two-way communication and prioritizing the simplification of information content. The practical implications of this research serve as input for developing better digital communication strategies for government agencies in the future.
