Abstract

The online enrollment system of new student(PPDB) in secondaty public school on the basis of the national exam (UN) which started in 2010 in fact has been establising favorite and non-favorite schools. A: the result, educational refirm in Bandung City is not in line with the national education goals especially in providing equal opportunity to all Indonesian people to get a good quality of education. Yhe Municipality continues to improve public service system to make theprocess of PPDB rims transparent and qualij€ed. The objective of the study is to analyze the success of the change PPDB online regulation 190m cluster to territorial-haseel gstem, to 19nd out what the obstacles encountered in the implementation of PPDB territorial-hased and analyze the qfort 190m Education Agency to overcome all problemsrelated with PPDB in Bandung City. Qualitative descriptive approach is used in the study, while students, pareizts, teachers, educational supervisors, school committees, and a coalition of education observers in Bandung City are research population, ‘anelinterview is data collection technique. In general, I based on the evaluation of the change: from cluster to rayon system, it is considered to he succesafiill. From 252 complainthles, only 3 percent ofissues lay? and another 97 percent of the public issues of the people said they were satisjged with the 2014 PPDB system. However, some people is considered that this system is still inefective. It is caused by the short time and not. optimal dissemination of Mayor Regulation. The effort from Education Agency to form complaint team and overcome all prohlems even though it is need more time. Territorial-hase system will rum well ’fit is provided by equal distribution of high quality teachers ana’facilities in order to reach high quality standard of all schools in Bandung City.
