Abstract
Problem Statement/Background (GAP): This study focuses on the problem of imbalance between local food supply and demand in Kotamobagu City, North Sulawesi Province, which causes fluctuations in food prices, increases regional inflation, and reduces the welfare of low-income communitie s.Purpose: This study aims to analyze the dynamics of food availability and prices and their impact on inflation and community welfare in Kotamobagu City. Method: This study uses a mixed-method approach with an embedded design, where quantitative data is the primary source and qualitative data supports the analysis. Data were collected through questionnaires distributed to 108 low-income household respondents in four subdistricts, as well as in-depth interviews with 12 key informants (government officials and market actors), observations, and documentation. Data were analyzed using SmartPLS 3 software and thematic analysis. Result: The results show that food availability and prices significantly affect inflation (correlation coefficient r = 0.76) and community welfare. The increase in food prices, especially during religious holidays, reduces household purchasing power, with low-income groups spending up to 65% of their income on food. Factors such as production capacity, distribution systems, and government policy are identified as key influences on local food dynamics. Conclusion: Strengthening local food production, improving distribution systems, stabilizing prices, and enhancing social safety nets are critical to mitigating inflation and improving community welfare in Kotamobagu City.
