Abstract

Problem Statement/Background (GAP): Optimal implementation of talent management should be able to encourage the implementation of a merit system in personnel management as evidenced by the achievement of the Merit System Index. This study discusses the problem of obtaining the Merit System Index of the West Kalimantan Provincial Government in 2023 which is not optimally supported by aspects of talent management. The author focuses on the problem of the suboptimal implementation of talent management within the West Kalimantan Provincial Government.. Purpose: The purpose of this study is to determine and analyze the implementation of talent management in the West Kalimantan Provincial Government which is managed by the West Kalimantan Provincial Civil Service Agency. Method: This study uses a descriptive qualitative method of the process or stages of implementation according to the Capelli and Herawati Theory. Data collection techniques are carried out through direct observation, in-depth interviews (5 informants), and documentation. Result: The result in this study are that civil servant (PNS) talent management within the West Kalimantan Provincial Government has been implemented in the talent acquisition process through the implementation of talent needs analysis, identification, assessment and mapping of talents through assessments, and the determination of succession plan groups, as well as at the talent development stage through the talent competency development program. However, its implementation is still constrained by the process of talent retention, talent placement, and monitoring and evaluation. Conclusion: The implementation of talent management within the scope of the West Kalimantan Provincial Government managed by the West Kalimantan Provincial Civil Service Agency is generally not optimal. Its implementation has only been carried out fairly well in the talent acquisition and development process. Meanwhile, the process of talent retention, talent placement, and monitoring and evaluation have not been implemented. This is due to obstacles related to regulations that are not explicit, minimal understanding and coordination across agencies related to the implementation of talent management, limited apparatus in managing talent management, and budget constraints. It is recommended that the Regional Civil Service Agency can optimize the implementation of talent management within the West Kalimantan Provincial Government through strengthening strategic advocacy, utilizing technology, increasing HR capacity, cross-agency collaboration, and adequate regulatory and budget support.
