Abstract

ABSTRACT Problem Statment/Background (GAP): Palu City is one of the flood-prone areas in Central Sulawesi Province. Although various mitigation efforts have been carried out by the Regional Disaster Management Agency (BPBD) of Palu City—such as the formulation of regulations, public education, and infrastructure development—flood disasters continue to occur annually with significant impact. According to data from the National Disaster Management Agency (BNPB), there were 1,255 flood incidents recorded across Indonesia in 2023, with 818 cases occurring in just the first ten months of 2024. This indicates that the effectiveness of mitigation programs remains a challenge, especially in vulnerable regions like Palu City. Previous studies have focused more on technical aspects or emergency response, but have not thoroughly examined the institutional strategies of BPBD Palu in flood mitigation. Objective: This study aims to analyze the flood disaster mitigation strategies implemented by the Regional Disaster Management Agency (BPBD) of Palu City. Method: This research uses a qualitative method with a descriptive approach. Data collection techniques include observation, interviews, and documentation. Results: The findings show that the mitigation strategies implemented by BPBD Palu consist of two main dimensions. In the structural dimension, infrastructure development and maintenance are carried out—such as the construction of embankments, drainage systems, retention ponds, and river normalization—in cooperation with the Department of Public Works and Spatial Planning (PUPR). In the non-structural dimension, BPBD has developed Regional Regulation No. 4 of 2021, the Regional Disaster Management Plan (RPBD), and the 2020–2024 Spatial Plan (RTRW), which integrate disaster mitigation into spatial planning policies. The Community Disaster Preparedness Program (Kampung Siaga Bencana or KSB) has also been implemented to improve community readiness. Additionally, BPBD operates an early warning system (EWS) and regularly conducts disaster preparedness training. However, there are challenges such as limited funding, low public awareness, and suboptimal inter-sectoral coordination. Field results indicate that most areas actively participating in the KSB program have experienced a reduction in minor flood risks, as evidenced by a decrease in waterlogging points in several vulnerable urban villages. Conclusion: The flood mitigation strategies carried out by BPBD Palu City have integrated both structural and non-structural aspects, supported by regulatory, community-based, and spatial planning approaches. Their effectiveness is reflected in the improved community preparedness and the enhancement of flood control infrastructure. Nevertheless, challenges such as limited resources and weak cross-sectoral synergy must be addressed to ensure broader and more sustainable impact. Meskipun berbagai upaya mitigasi telah dilakukan oleh BPBD Kota Palu, seperti penyusunan regulasi, edukasi, dan pembangunan infrastruktur, namun bencana banjir masih terus terjadi setiap tahun dengan dampak yang cukup signifikan. Berdasarkan data Badan Nasional Penanggulangan Bencana (BNPB), pada tahun 2023 terjadi 1.255 kejadian banjir di Indonesia, dengan 818 kasus tercatat hanya dalam 10 bulan pertama tahun 2024. Hal ini menunjukkan bahwa efektivitas program mitigasi masih menjadi tantangan, terutama di daerah rawan seperti Kota Palu. Penelitian sebelumnya lebih banyak menyoroti aspek teknis atau respons bencana, namun belum mengkaji secara mendalam bagaimana strategi kelembagaan BPBD Kota Palu dalam mitigasi banjir. Tujuan: Penelitian ini bertujuan untuk menganalisis strategi mitigasi bencana banjir oleh Badan Penanggulangan Bencana Daerah (BPBD) Kota Palu. Metode: Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Hasil: Hasil penelitian menunjukkan bahwa strategi mitigasi yang diterapkan BPBD Kota Palu mencakup dua dimensi utama. Pada dimensi struktural, dilakukan pembangunan dan pemeliharaan infrastruktur seperti tanggul, drainase, kolam retensi, serta normalisasi sungai bekerja sama dengan Dinas PUPR. Sementara pada dimensi non-struktural, BPBD menyusun Peraturan Daerah Nomor 4 Tahun 2021, RPBD, dan RTRW 2020–2024 yang mengintegrasikan mitigasi dalam kebijakan tata ruang. Program Kampung Siaga Bencana (KSB) juga dilaksanakan untuk meningkatkan kesiapsiagaan masyarakat. Selain itu, BPBD mengoperasikan sistem peringatan dini (EWS) dan rutin menyelenggarakan pelatihan kebencanaan. Meskipun demikian, terdapat tantangan berupa keterbatasan anggaran, rendahnya kesadaran masyarakat, serta kurang optimalnya koordinasi lintas sektor. Hasil di lapangan menunjukkan bahwa sebagian besar wilayah yang aktif dalam program KSB mengalami penurunan tingkat risiko banjir ringan, ditunjukkan dengan pengurangan titik genangan air di beberapa kelurahan rawan. Kesimpulan: Strategi mitigasi bencana banjir oleh BPBD Kota Palu telah mencakup aspek struktural dan non-struktural secara terpadu, serta berbasis regulasi, komunitas, dan tata ruang. Efektivitasnya terlihat dari peningkatan kesiapsiagaan masyarakat dan perbaikan infrastruktur pengendali banjir. Namun, tantangan seperti keterbatasan sumber daya dan lemahnya sinergi lintas sektor perlu segera diatasi agar strategi ini berdampak lebih luas dan berkelanjutan.
