Abstract

This electronic-based service was introduced as an innovation to improve the efficiency and effectiveness of population administration services. However, in its implementation, the use of the PACEMACE website still faces several problems, including the lack of digital literacy among the community, limited direct assistance features, and infrastructure constraints that cause suboptimal service access. Purpose: This study aims to analyze the use of the PACEMACE website as a digital public service facility by the Population and Civil Registration Office of Jayapura City. Methods: Webqual 4.0 framework (Service Interaction Quality, Information Quality, Usability). Data were collected through interviews, observations, and documentation from 10 informants, including internal office staff and users. The key informants were the Head of the Office, Head of the Information Processing Division, and Head of the IT Service Section due to their strategic roles and deep understanding of website management. Inductive analysis was conducted to obtain a comprehensive picture of the website’s quality as an online public service platform. Results/Findings: The study found that the PACEMACE website is quite effective in terms of ease of access, clarity of information, and service interaction, but still faces challenges such as limited direct assistance features, technology comprehension limitations among certain community groups, and the need to expand digital education. Optimization efforts include socialization, training, integration with other public services, and strengthening website features. The study recommends developing interactive features and improving information quality as strategic steps to support better digital public service governance in the future. Conclusion: The PACEMACE website has provided ease of access and information in digital public services at the Population and Civil Registration Office of Jayapura City, but there is still a need to improve direct assistance features and digital literacy education among the community. Optimization through socialization, training, and the development of interactive features is essential to support more effective and inclusive public services.
