Abstract
ABSTRACT Problem Statement/Background (GAP): Human Resources (HR) are a vital component in the operation of any organization. This means that both public and private institutions must prioritize the quality of their workforce, as it would be unfortunate for an organization to possess substantial capital but lack professional employees. Purpose: This study aims to analyze the recruitment strategy for professional Information Technology (IT) personnel at the Human Resources and Development Agency (BKPSDM) of Deli Serdang Regency, North Sumatra Province. Method: The research uses a descriptive qualitative approach with an inductive method. Data collection techniques include in-depth interviews, field observations, and documentation. Data analysis was carried out interactively through data reduction, data presentation, and conclusion drawing. Results: The study reveals that BKPSDM employs a mix of strategies such as utilizing IT-related CPNS formations, internship collaborations with universities, and enhancing the competencies of civil servants through training and workshops. Major challenges include limited IT recruitment quotas, low interest from IT professionals in the public sector, and budget constraints. Collaboration with educational institutions has proven effective for short-term needs, but the study recommends strengthening policies and institutional frameworks to support more adaptive and competitive long-term recruitment. Conclusion: The recruitment strategy for Information Technology (IT) professionals at BKPSDM Deli Serdang Regency has been oriented towards digital transformation. The research recommendation is to strengthen policies and institutions for long-term recruitment that is more adaptive and competitive. Keywords: Recruitment Strategy, IT Professionals, Strategy Model, SPBE, BKPSDM ABSTRAK Permasalahan/Latar Belakang (GAP): Sumber Daya Manusia (SDM) merupakan komponen penting dalam proses menjalankan suatu organisasi. Hal ini dapat diartikan bahwa tenaga kerja atau pegawai pada suatu lembaga seperti organisasi publik maupun swasta yang harus memperhatikan kualitas SDM karena sangat disayangkan apabila lembaga memiliki modal besar tetapi pegawainya tidak profesional. Tujuan: Penelitian ini bertujuan untuk menganalisis Strategi Rekruitmen Tenaga Profesional Teknologi Informasi (TI) di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Kabupaten Deli Serdang, Provinsi Sumatera Utara. Metode: Pendekatan penelitian bersifat kualitatif deskriptif dengan pendekatan induktif, dan teknik pengumpulan data meliputi wawancara mendalam, observasi lapangan, dan dokumentasi. Analisis data dilakukan secara interaktif melalui reduksi data, penyajian, dan penarikan kesimpulan. Hasil: Penelitian menunjukkan bahwa BKPSDM rekruitmen tenaga profesional TI telah berorientasi ke tranformasi digital dengan ditunjukkan 1) Kemampuan: Pegawai BKPSDM didominasi usia muda sehingga tidak kesulitan beradaptasi dengan sistem kerja digital. 2) Sumberdaya: BKPSDM menjalin kerja sama dengan beberapa perguruan tinggi untuk menerima penguatan digital. 3) Lingkungan: kebijakan dan kelembagaan untuk rekrutmen jangka panjang yang lebih adaptif dan kompetitif. 4) Tujuan: Beberapa target jangka pendek, seperti penyampaian informasi ke masyarakat secara daring dan menjaga sistem e-kinerja tetap aktif, sudah terlaksana dengan baik. Kesimpulan: Strategi rekrutmen tenaga profesional Teknologi Informasi (TI) di BKPSDM Kabupaten Deli Serdang telah berorientasi pada transformasi digital. Adapun rekomendasi penelitian ialah penguatan kebijakan dan kelembagaan untuk rekrutmen jangka panjang yang lebih adaptif dan kompetitif.
