Abstract
ABSTRACT Alya Ayu Azaria Afilliate: Studi Kebijakan Publik, Fakultas Politik Pemerintahan, Institut Pemerintahan Dalam Negeri Garbage that accumulates and is not properly managed not only causes unpleasant odors and disrupts aesthetics but also contributes to further accumulation. Waste remains a persistent problem in Indonesia. Its presence not only damages environmental sustainability but also poses a threat to public health, especially when local governments fail to manage it effectively. In this study, the researcher decided to use a descriptive qualitative research method. This method served as a guide throughout the research process, including data collection, data processing, and the presentation of the final report. However, the problem lies in the community’s failure to disseminate the knowledge gained or apply it in daily life. As a result, the socialization efforts appear to be in vain and have not produced optimal outcomes. Several results can be drawn from this research: a) Of the six dimensions evaluated, only one dimension—equity—was found to be implemented effectively. The others remain ineffective and require improved synchronization between the government and the community to ensure that policies can be jointly and sustainably implemented. b) Factors hindering the implementation of the policy include: - Limited budget allocation from the Regional Revenue and Expenditure Budget (APBD) - Lack of community participation in upstream waste management activities. c) Efforts made by the Environmental Agency include: - Improving infrastructure and facilities to support the implementation of waste management policies - Enhancing public outreach and education about the importance of waste management.
