Abstract

ABSTRACT Problem/Background (GAP): The issue faced is the continued refusal by the community to relocate to the post-disaster housing provided after the 2021 abrasion disaster in Jawai Laut Village, South Jawai District, Sambas Regency. Purpose: This study aims to analyze the implementation of the special housing assistance program by the Public Housing, Settlement Areas and Environment Service of Sambas Regency. Method: This study uses a qualitative approach Based on Machfud Sidik’s optimization theory. Collection techniques through in-depth interviews, field observations, and documentation studies of program implementers and beneficiary communities. Results : The results of the study indicate that the special housing assistance program along with infrastructure, facilities, and public utilities has been running quite well. However, several obstacles were found, including community rejection of relocation, limited clean water resources, limited budget, and delays in project implementation. Conclusion: Optimization of program implementation can be done through a more intensive approach and socialization to the community, provision of clean water sources through drilled wells, increased cross-sector cooperation, and preparation of more mature and structured planning to ensure the sustainability of the program. Keywords: Optimization, Special Housing, Infrastructure, Facilities, Public Utilities ABSTRAK Permasalahan/Latar Belakang (GAP): Permasalahan yang dihadapi yaitu masih adanya penolakan relokasi oleh masyarakat ke rumah bantuan pasca bencana abrasi pada tahun 2021 di Desa Jawai Laut, Kecamatan Jawai Selatan, Kabupaten Sambas. Tujuan: Penelitian ini bertujuan untuk menganalisis pelaksanaan program bantuan rumah khusus oleh Dinas Perumahan Rakyat, Kawasan Permukiman dan Lingkungan Hidup Kabupaten Sambas. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan menggunakan teori optimalisasi Machfud Sidik. Teknik pengumpulan data melalui wawancara mendalam, observasi lapangan, dan studi dokumentasi terhadap pelaksana program dan masyarakat penerima manfaat. Hasil/Temuan: Hasil penelitian menunjukkan bahwa program bantuan rumah khusus beserta prasarana, sarana, dan utilitas umum telah berjalan cukup baik. Namun, beberapa kendala ditemukan, antara lain penolakan masyarakat terhadap relokasi, keterbatasan sumber daya air bersih, keterbatasan anggaran, dan keterlambatan pelaksanaan proyek. Kesimpulan: Optimalisasi pelaksanaan program dapat dilakukan melalui pendekatan dan sosialisasi yang lebih intensif kepada masyarakat, penyediaan sumber air bersih melalui sumur bor, peningkatan kerja sama lintas sektor, serta penyusunan perencanaan yang lebih matang dan terstruktur guna menjamin keberlanjutan program.
