Abstract
ABSTRACT Problem/Background (GAP): The tribal war conflict between the Mee and Moni tribes in Nabire Regency has caused significant social, economic, and cultural damage.. Purpose: This study aims to understand the resolution of the tribal war conflict between the Mee and Moni tribes in Nabire Regency, Central Papua Province. Methods: This qualitative research employs a case study approach. The study uses John Burton’s Basic Human Needs Theory (as cited in Fauzi & Nulhaqim, 2024), which emphasizes that social conflicts arise from the inability to meet universal and essential basic human needs. The research was conducted over two weeks in early January 2025 at the Nabire Regency Agency for National Unity and Politics, Central Papua Province. Informants included the Head of the Agency for National Unity and Politics, the Chiefs of the Moni and Mee tribes, the Police Chief of Nabire, the Village Head of Wadio, and ten community members. The Head of the Agency was selected as the key informant due to their strategic role in designing and coordinating conflict resolution policies at the regional level. Results/Findings: The results indicate that internal obstacles such as limited human resources, budget constraints, and coordination issues, alongside external barriers including the community’s adherence to revenge-based traditional customs, interference from vested interests, and geographic challenges, significantly slow the conflict resolution process. The government's application of distributive justice through equal assistance to both tribes is considered effective in laying a foundation for peace but requires sustainable support. Conclusion: This study highlights the importance of synergy among the government, security forces, and customary leaders to ensure a fair and sustainable conflict resolution process. It also underscores the necessity of participatory and locally wisdom-based approaches in building lasting peace. Keywords: Enforcement, Satpol PP, Hamadi Market, Strategy, Jayapura City. ABSTRAK Permasalahan/Latar Belakang (GAP): Penataan pasar tradisional merupakan bagian penting dalam mewujudkan ketertiban umum dan kenyamanan aktivitas ekonomi masyarakat. Namun, keberadaan Pasar Hamadi di Kota Jayapura menghadapi berbagai permasalahan seperti pelanggaran terhadap zonasi lapak, kemacetan lalu lintas, dan penurunan kualitas lingkungan pasar akibat lemahnya kepatuhan pedagang terhadap ketentuan yang berlaku. Tujuan: Penelitian ini bertujuan untuk menganalisis strategi yang diterapkan oleh Satuan Polisi Pamong Praja (Satpol PP) Kota Jayapura dalam menertibkan Pasar Hamadi berdasarkan empat dimensi strategi menurut James Brian Quinn, yakni tujuan, kebijakan, program, dan keputusan strategis. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data dilakukan melalui wawancara mendalam, observasi lapangan, dan dokumentasi. Informan penelitian terdiri dari aparat Satpol PP, pedagang pasar, dan pemangku kepentingan terkait. Hasil/Temuan: Hasil penelitian menunjukkan bahwa strategi Satpol PP Kota Jayapura meliputi: (1) penetapan tujuan strategis berupa penataan ruang pasar yang tertib dan legal; (2) kebijakan penertiban yang berfokus pada pendekatan persuasif dan pembinaan berjenjang; (3) pelaksanaan program seperti sosialisasi, patroli rutin, serta penataan ulang lapak dan fasilitas pasar; dan (4) pengambilan keputusan strategis melalui tindakan represif terbatas, serta kolaborasi dengan instansi teknis lainnya. Meski strategi ini cukup komprehensif, efektivitasnya masih terkendala oleh minimnya sumber daya, resistensi pedagang, dan lemahnya koordinasi antarinstansi. Kesimpulan: Kesimpulannya, strategi Satpol PP Kota Jayapura dalam menertibkan Pasar Hamadi telah mencerminkan pendekatan sistematis, namun membutuhkan penguatan kapasitas internal, peningkatan sinergi kelembagaan, serta keterlibatan aktif masyarakat agar proses penertiban dapat berlangsung secara berkelanjutan dan humanis.
