Abstract

ABSTRACT Problem Statement/Background: The process of formulating regional regulations in West Lombok Regency still faces various obstacles, resulting in prolonged durations for drafting such regulations. Additionally, the complex bureaucratic structure and suboptimal use of digital applications have led to low levels of transparency and public participation in the regulatory process. Purpose: This study aims to analyze the influence of bureaucratic structures and procedural stages on the duration of regional regulation formulation in West Lombok Regency, as well as to examine the flexibility of the legislative process in shaping bureaucratic path dependency within the context of regional autonomy. Method: This research employs a case study method to conduct a comprehensive investigation of a specific event. The data sources include events, documentation, and three key informants. Data collection techniques consist of field research through observation, interviews, and documentation, along with literature review. The data analysis techniques used are data reduction, data presentation, and conclusion drawing. Result: The findings indicate that bureaucratic structures and procedural stages influence the duration of regional regulation formulation, with rigid patterns identified. Furthermore, the legislative practice in West Lombok Regency continues to exhibit path dependency, particularly in the use of the e-Perda application. Conclusion: The process of formulating regional regulations in West Lombok Regency remains dominated by rigid bureaucratic patterns and path dependency, which hinder efficiency and innovation in legislative practices. Keywords: Regional Regulation, Bureaucracy, e-Perda, Path Dependency ABSTRAK Permasalahan/Latar Belakang: Proses pembentukan peraturan daerah di Kabupaten Lombok Barat masih menghadapi berbagai kendala yang menyebabkan dibutuhkan durasi yang panjang dalam pembuatan peraturan tersebut. Selain itu, struktur birokrasi yang kompleks dan penggunaan aplikasi digital yang belum dimanfaatkan secara optimal sehingga transparansi dan partisipasi dalam pembuatan peraturan daerah masih rendah. Tujuan: Tujuan dari penelitian ini yaitu untuk menganalisis pengaruh struktur dan tahapan birokrasi pada durasi pembuatan peraturan daerah di Kabupaten Lombok Barat serta untuk menganalisis fleksibilitas proses legislasi peraturan daerah di Kabupaten Lombok Barat dalam membentuk path dependency birokrasi dalam otonomi daerah. Metode: Metode yang digunakan adalah metode studi kasus yaitu untuk melakukan penyelidikan secara menyeluruh terhadap suatu kasus yang terjadi pada suatu kejadian tertentu. Sumber data yang digunakan adalah peristiwa, dokumentasi dan narasumber yang berjumlah 3 orang. Teknik pengumpulan data dengan penelitian lapangan yaitu observasi, wawancara dan dokumentasi serta penelitian kepustakaan. Teknik analisis data yang digunakan yaitu reduksi data, penyajian data dan penarikan kesimpulan. Hasil/Temuan: Hasil yang diperoleh penulis dalam penelitian ini yaitu adanya pengaruh struktur dan tahapan birokrasi terhadap durasi pembuatan peraturan daerah dimana terdapat pola-pola kaku. Selain itu praktik legislasi di Kabupaten Lombok Barat yang masih menunjukkan bentuk ketergantungan jalur terutama dalam penggunaan aplikasi e-perda. Kesimpulan: Proses pembentukan peratiran daerah di Kabupaten Lombok Barat masih didominasi oleh pola birokrasi yang kaku dan ketergantungan jalur (path dependency) yang mana hal tersebut menghambat efisiensi dan inovasi dalam praktik legislasi.
