Abstract

ABSTRACT Problem Statement/Background (GAP): The high circulation of excise-free (illegal) cigarettes in Banyumas Regency not only harms state revenues, but also disrupts public order and community protection. Purpose: This study aims to analyze the form of synergy between the Civil Service Police Unit (Satpol PP) and the Customs and Excise Supervision and Service Office (KPPBC) in controlling illegal cigarettes in Banyumas Regency, and to identify obstacles faced in its implementation. Method: The study used a qualitative approach with a descriptive method. Data were collected through in-depth interviews, observations, and documentation of relevant informants. Data collection techniques include interviews, documentation, and observations. Data analysis was carried out through the process of data reduction, data presentation, and drawing conclusions. The theory used in this study is the strategy theory from Doctoroff (1997). Result: The results of the study indicate that the synergy between Satpol PP and KPPBC in controlling illegal cigarettes in Banyumas Regency still faces a number of obstacles such as technical miscommunication at the implementing level, feedback mechanisms that have not been responded to optimally, limited human resources, low transparency of post-operation information, and the lessthan optimal use of the SIROLEG digital reporting system. The implementation of control still faces obstacles in the form of limited resources, regulations that limit authority, and low public awareness of the dangers of illegal cigarettes. Conclusion: Therefore, it is necessary to improve the coordination system and capacity of personnel of both institutions. Keywords: synergy, control, illegal cigarettes, Satpol PP, Customs ABSTRAK Permasalahan/Latar Belakang (GAP): Tingginya peredaran rokok tanpa cukai (ilegal) di Kabupaten Banyumas tidak hanya merugikan penerimaan negara, tetapi juga menimbulkan gangguan terhadap ketertiban umum dan perlindungan masyarakat. Tujuan: Penelitian ini bertujuan untuk menganalisis bentuk sinergitas antara Satuan Polisi Pamong Praja (Satpol PP) dengan Kantor Pengawasan dan Pelayanan Bea dan Cukai (KPPBC) dalam penertiban rokok ilegal di Kabupaten Banyumas, serta mengidentifikasi hambatan yang dihadapi dalam pelaksanaannya. Metode: Penelitian menggunakan pendekatan kualitatif dengan metode deskriptif. Data dikumpulkan melalui wawancara mendalam, observasi, dan dokumentasi terhadap informan yang relevan. Teknik pengumpulan data meliputi wawancara, dokumentasi, 2 dan observasi. Analisis data dilakukan melalui proses reduksi data, penyajian data, dan penarikan kesimpulan. Teori yang digunakan dalam penelitian ini adalah teori strategi dari Doctoroff (1997). Hasil/Temuan: Hasil penelitian menunjukkan bahwa sinergitas antara Satpol PP dan KPPBC dalam penertiban rokok ilegal di Kabupaten Banyumas masih menghadapi sejumlah kendala seperti miskomunikasi teknis di tingkat pelaksana, mekanisme umpan balik yang belum direspon dengan maksimal, keterbatasan sumber daya manusia, rendahnya transparansi informasi pasca-operasi, serta belum optimalnya pemanfaatan sistem pelaporan digital SIROLEG. Pelaksanaan penertiban masih menghadapi hambatan berupa keterbatasan sumber daya, regulasi yang membatasi kewenangan, serta rendahnya kesadaran masyarakat terhadap bahaya rokok ilegal. Kesimpulan: Oleh karena itu, diperlukan peningkatan sistem koordinasi dan kapasitas personel kedua institusi. Kata kunci: sinergitas, penertiban, rokok ilegal, Satpol PP, Bea Cukai
