Abstract
ABSTRACT Problem Statement/Background (GAP): The digital divide remains a major challenge in achieving equitable development in Indonesia, particularly in remote mountainous regions such as Elelim District, Yalimo Regency. Although national policies like Peraturan Presiden No. 95 of 2018 on Electronic-Based Government Systems (SPBE) have been issued, the implementation of digital transformation in 3T (underdeveloped, frontier, and outermost) areas is still hindered by limited computer network infrastructure, lack of human resources, and extreme geographical conditions. Purpose: This study aims to analyze the strategy for developing computer network infrastructure in Elelim District, Yalimo Regency using the SWOT analysis approach to identify strengths, weaknesses, opportunities, and threats that influence digital development in the region. Method: This research employs a descriptive qualitative approach. Data were collected through semi-structured interviews with informants from the Yalimo District Communication and Information Office, network providers, community leaders, and academics, as well as policy and technical documentation. The analysis was carried out using the SWOT framework from Wheelen and Hunger (2018) and examined interactively based on the Miles and Huberman model. Result: The results indicate significant potential for digital transformation through budget support, regulatory frameworks, and community participation. However, considerable challenges were also identified, such as limited physical infrastructure, lack of IT-skilled human resources, the absence of standardized network management systems, and increasing cybersecurity threats. SO, WO, ST, and WT strategies were formulated in response to these findings. Conclusion: This study concludes that developing computer network infrastructure in Elelim District requires a holistic approach that integrates internal strengths with external opportunities while mitigating internal weaknesses and external threats. Multi-stakeholder collaboration, strengthening of local institutions, and participatory community engagement are essential to achieving inclusive and sustainable digital transformation in underdeveloped areas.
