Abstract
ABSTRACT Land acquisition for the construction of the Trans Sulawesi railway line in Pangkajene and Kepulauan Regency has led to blockades and demonstrations due to discrepancies in the compensation value. To describe and analyze in the conflict resolution of the Trans Sulawesi railway land acquisition. This research uses descriptive qualitative and refers to the theory of Conflict Resolution according to Simon Fisher (2001) with data collection techniques through interviews and documentation. In the mediation dimension, the Sub-district Head of Minasate’ne acted as a mediator in the mediation meetings. The conciliation dimension was applied through the formation of a special committee and the provision of service facilities by the local parliament (DPRD) and the National Land Agency (ATR/BPN) of Pangkajene and Kepulauan. The arbitration dimension is planned through internal meetings by the local government, while coercion has been implemented through consignment court proceedings at the District Court. However, the negotiation dimension has not been fully implemented due to weak communication between parties, and no agreement has been reached in the compromise dimension regarding the form and amount of compensation. This research shows that the resolution of the Trans Sulawesi railroad land acquisition conflict has gone well but cannot be said to be optimal because it still leaves unresolved problems. ABSTRAK Pembebasan lahan untuk pembangunan jalur rel kereta api Trans Sulawesi di Kabupaten Pangkajene dan Kepulauan mengakibatkan terjadinya blokade dan demonstrasi akibat ketidaksesuaian nilai ganti rugi. Untuk menganalisis resolusi konflik pembebasan lahan jalur rel kereta api Trans Sulawesi.Penelitian ini menggunakan kualitatif deskriptif dan mengacu pada teori Resolusi Konflik menurut Simon Fisher (2001) dengan teknik pengumpulan data melalui wawancara dan dokumentasi.Dalam dimensi mediation, Camat Minasate’ne bertindak sebagai mediator dalam pertemuan mediasi. Dimensi conciliation diterapkan melalui pembentukan panitia khusus dan penyediaan fasilitas layanan oleh DPRD serta ATR/BPN Kabupaten Pangkajene dan Kepulauan. Dimensi arbitration direncanakan melalui rapat internal oleh Pemerintah Daerah, sementara coercion telah dilakukan melalui sidang konsinyasi di Pengadilan Negeri. Namun, dimensi negotiation belum dijalankan secara optimal karena lemahnya komunikasi antar pihak, dan belum tercapai kesepakatan pada dimensi comprominise mengenai bentuk serta besaran ganti rugi. Penelitian ini menunjukkan resolusi konflik pembebasan lahan jalur rel kereta api Trans Sulawesi sudah berjalan dengan baik namun belum dapat dikatakan optimal karena masih menyisakan permasalahan yang belum terselesaikan.
