Abstract

ABSTRACT Problem Statement/Background (GAP): The high number of population movements in and out of Ambon City that have not been fully recorded by the Population and Civil Registration Office is a problem in achieving orderly population administration. This condition can have an impact on the inaccuracy of population data, which hampers development planning and the effective provision of public services so that it can affect the welfare of the population. Purpose: This study aims to describe efforts to optimize the orderly administration of moving and coming documents by the Population and Civil Registration Office of Ambon City. Method: This research uses a descriptive qualitative approach. This approach was chosen because the qualitative model is able to get a more detailed and in-depth understanding of the phenomenon under study, namely the optimization of the orderly administration of moving documents in Ambon City. Data collection techniques include interviews, observation, and documentation as well as data triangulation. The main theory used to analyze this topic is the optimization theory by Hotniar (2005). There were 10 informants involved in this research. Data analysis was carried out through data reduction, data presentation, and also conclusion drawing and verification. The instrument of this research is the author himself. Result: The results of the research on the optimization of orderly document administration for migrants in Ambon City were analyzed through several dimensions. In the dimension of objectives, it appears that clear objectives have been determined in the implementation of this program. In addition to the alternative dimension of satisfaction, it appears that there is a sense of satisfaction in the community regarding the services provided. Finally, with regard to the resource dimension, it appears that it is still limited so that it affects the level of optimization of the implementation of this program; the resources are limited to human resources and technological infrastructure. Conclusion: In general, the optimization of the orderly administration of moving documents by the Population and Civil Registration Office of Ambon City has been quite optimal with various efforts that have been made. Keywords: Optimization, Orderly Administration, Movement Documents, Population Migration ABSTRAK Permasalahan/Latar Belakang (GAP): Tingginya angka perpindahan penduduk masuk dan keluar Kota Ambon yang belum sepenuhnya tercatat oleh Dinas Kependudukan dan Pencatatan Sipil menjadi sebuah permasalahan dalam mencapai tertib administrasi kependudukan. Kondisi ini dapat berdampak pada ketidaktepatan data kependudukan yang menghambat perencanaan pembangunan dan penyediaan layanan publik secara efektif sehingga dapat memengaruhi kesejahteraan penduduk. Tujuan: Penelitian ini bertujuan untuk mendeskripsikan upaya optimalisasi tertib administrasi dokumen pindah datang oleh Dinas Kependudukan dan Pencatatan Sipil Kota Ambon. Metode: Penelitian ini menggunakan pendekatan kualitatif deskriptif. Pendekatan ini dipilih karena model kualitatif mampu mendapatkan pemahaman yang lebih detail dan mendalam tentang fenomena yang diteliti, yaitu mengenai optimalisasi tertib administrasi dokumen pindah datang di Kota Ambon. Teknik pengumpulan data meliputi wawancara, observasi, dan dokumentasi serta triangulasi data. Teori utama yang dipakai untuk menganalisis topik ini adalah teori optimalisasi oleh Hotniar (2005). Informan yang dilibatkan dalam penelitian ini berjumlah 10 informan. Analisis data dilaksanakan melalui reduksi data, penyajian data, dan juga penarikan kesimpulan dan verifikasi. Instrumen penelitian ini adalah penulis sendiri. Hasil/Temuan: Hasil penelitian mengenai optimalisasi tertib administrasi dokumen bagi penduduk pindah di Kota Ambon dianalisis melalui beberapa dimensi. Pada dimensi tujuan terlihat sudah ditentukan tujuan yang jelas dalam pelaksanaan program ini. Selain itu, pada dimensi alternatif kepuasan terlihat adanya rasa puas di masyarakat berkenaan dengan pelayanan yang diberikan. Terakhir, berkenaan dengan dimensi sumber daya, terlihat masih terbatas sehingga mempengaruhi tingkat optimalisasi dari pelaksanaan program ini. Sumber daya ini terbatas pada sumber daya manusia dan infrastruktur teknologi. Kesimpulan: Secara umum optimalisasi tertib administrasi dokumen pindah datang oleh Dinas Kependudukan dan Pecatatan Sipil Kota Ambon sudah cukup optimal dengan berbagai upaya yang telah dilakukan.
