Abstract
ABSTRACT Problem Statement/Background (GAP): This study discusses the role of women's representation in the Village Consultative Body in Tompudau Village, Tinangkung District, Banggai Islands Regency, BPD members in Tompudau Village are 5 people with one female member in the BPD who has not met 30% female representation but can carry out their duties and obligations well in the BPD. Purpose: The purpose of this study is to determine the role of women's representation in the BPD in Tompudau Village and to determine the supporting and inhibiting factors of the role of women's representation when carrying out their duties in the BPD Tompudau, Tinangkung District, Banggai Islands Regency. Methode: The research method used in this study uses a qualitative method with data collection techniques of observation, interviews and documentation studies. This study was analyzed using Role Theory according to Biddle and Thomas in (Sarwono 2015) which has 5 dimensions, namely Expectations, Norms, Behavioral Forms, Assessments and Sanctions. Results: The results of the study show that women can play a good and responsible role in carrying out their duties in the Tompudau BPD with several supporting factors such as good internal relations of the BPD and the role of leaders and community figures who support, as well as social and cultural changes towards patriarchy. However, there are still several obstacles in some communities such as the lack of family and community support and the dual role of women who are also housewives which hinders a woman from participating in the political arena. Conclusions: The conclusion and suggestions of this study is that the role of women still needs to be more optimal in carrying out their duties so that the performance of BPD will be better in the future and be able to face inhibiting factors that exist in society and in the work environment. Keywords: Role, Women's Representation, BPD ABSTRAK Permasalahan/ Latar Belakang (GAP): Penelitian ini membahas tentang peran keterwakilan perempuan di Badan Permusyawaratan Desa di Desa Tompudau Kecamatan Tinangkung Kabupaten Banggai Kepulauan, anggota BPD di Desa Tompudau berjumlah 5 orang dengan perwakilan satu anggota perempuan di BPD yang belum memenuhi 30% keterwakilan perempuan namun dapat menjalankan tugas dan kewajibannya dengan baik di BPD. Tujuan: Tujuan penelitian ini untuk mengetahui bagaimana peran keterwakilan perempuan di BPD di Desa Tompudau dan mengetahui faktor pendukung dan penghambat peran keterwakilan perempuan saat menjalankan tugasnya di BPD Tompudau Kecamatan Tinangkung Kabupaten Banggai Kepulauan. Metode: Metode penelitian yang digunakan dalam penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data observasi, wawancara dan studi dokumentasi. Penelitian ini dianalisis menggunakan Teori Peran menurut Biddle dan Thomas dalam (Sarwono, 2015) yang mempunyai 5 dimensi yaitu Harapan, Norma, Wujud Perilaku, Penilaian dan Sanksi. Hasil/Temuan: Hasil penelitian menunjukkan perempuan dapat berperan dengan baik dan bertanggungjawab dalam melaksanakan tugasnya di BPD Tompudau dengan beberapa faktor yang mendukung seperti hubungan internal BPD yang baik dan peran pemimpin dan tokoh masyarakat yang mendukung, serta perubahan sosial dan budaya terhadap patriarki. Tetapi masih terdapat beberapa penghambat di sebagian lingkungan masyarakat seperti kurangnya dukungan keluarga dan masyarakat dan peran ganda perempuan yang juga seorang ibu rumah tangga yang menghambat seorang perempuan untuk berpartisipasi di ranah politik. Kesimpulan: Kesimpulan dan saran penelitian ini yaitu peran perempuan yang masih harus lebih optimal dalam menjalankan tugasnya sehingga membuat kinerja BPD menjadi lebih baik kedepannya dan mampu menghadapi faktor penghambat yang ada di masyarakat maupun di lingkungan pekerjaan.
